For decades, crashes have been studied as discrete events with the focus on the circumstances of the crash. This type of analysis has been used to identify the characteristics of roadway features associated with higher crash experience, but other factors, such as traffic volumes, driver characteristics, land use, and environmental conditions, are also needed to explain or describe crash events. The Highway Safety Manual (HSM) provides a predictive method to estimate the expected average crash frequency of a site in given geometric and geographic conditions over a specific period for a specific annual average daily traffic volume. The study presented here investigated whether the modeling results closely matched the crash records. The HSM algorithms were used to assess transferability as a whole. The results suggested that implementing the HSM techniques should foster the development of local safety performance functions and accident modification factors. Calibration preserved the original HSM model form and the relationship between independent variables and crashes. To adjust the base predicted crash frequency to meet the current conditions, the accident modification factor calculations for lane width, horizontal curves, and vertical grades were made. Crash types (head-on and side collisions, single-vehicle crashes, and rear-end collisions) were investigated on the basis of the vertical grade and the curvature indicator. The estimated model provides planners and designers with a tool better able to target and select countermeasures to address these specific aspects and results in improved project selection and improved safety.

Life-cycle cost analysis (LCCA) is an important tool for evaluating the merits of alternative investments. Inevitably, inputs for an LCCA are subject to a high level of uncertainty in both the short and long term. However, the way LCCA is currently implemented in the field treats LCCA inputs as static, deterministic values. Conducting an analysis in this way, though computationally simpler, hides the underlying uncertainty of the inputs by only considering a few possible permutations. The results of such an analysis could potentially lead a decision maker to the incorrect pavement selection. One methodology that has gained traction in the past decade is describing uncertain parameters probabilistically and allowing the analysis to consider a range of possible outcomes. Although this methodology is recommended by FHWA, practitioners still generally conduct deterministic LCCAs. One of the major reasons is that further work must be conducted to characterize uncertainty statistically for input parameters. This research attempted to build on previous work by probabilistically characterizing several input parameters for which empirical data were and were not readily available. This paper characterizes uncertainty and variability in the LCCA of pavements and then applies the methodology presented to two case studies to understand the implications of a probabilistic LCCA for the pavement selection process.

Application of Context Sensitive Design for Meihe Freeway

Increasing public interest and concern about transportation projects impacts on the national environment. Context Sensitive Design (CSD) is among the most significant concepts to emerge in highway project planning, design, and construction in recent years. However, CSD needs to be felt its way to effectual practice through a multitude of trials and misconceptions in China. The objective of paper is to summarize activities and finding in the CSD field during Meihe Freeway construction. Meihe Freeway is a successful CSD project. As a Meihe CSD team number, the author presents the CSD approach, addresses context sensitive solutions to CSD issues with flexible concepts. The paper illustrates issues and lessons learned from CSD alignment design with consideration of constrained budget, stakeholder values, ecological balance and environmental protection.
