Poverty and Economic Growth With Application to Côte d'IVOIRE

Abstract: This paper explores the relation between economic growth and poverty, and develops the methodology to measure separately the impact of changes in average income and income inequality on poverty. The paper also provides a link between the growth rates in various sectors of the economy and the total poverty. The methodology proposed is applied to the data taken from the Côte d'lvoire Living Standards Survey conducted in 1985.

“…The critical role played by income distribution in poverty reduction is spelt out in great detail in the seminal studies of Datt and Ravallion (1992) and Kakwani (1993), inter alia. However, these are countryspecific studies, and their results do not lend themselves to comparison with those of other countries.…”

“…Banyak ahli ekonomi seperti Kakwani (1993) dan Bourguignon (2004) berpendapat bahwa perubahan kemiskinan tidak hanya dipengaruhi oleh pertumbuhan ekonomi, tetapi juga distribusi pendapatan. Pendapat tersebut dituangkan dalam konsep pertumbuhan pro-poor (pro-poor growth) yang populer sejak satu dekade terakhir.…”

“…Poverty, on the other hand, has grown fastest in countries that have stagnated economically. Corroborating this thought, Kakwani (1993) finds poverty to be highly sensitive to economic growth in Cote d'Ivoire and, is expected to decrease faster than the economic growth rate provided the growth process does not lead to an increase in income inequality. However, according to the study, if inequality deteriorates during the course of a country's economic growth, poverty may even increase with economic growth, because poverty measures were found to be considerably more elastic for changes in inequality.…”

“…Income inequality matters greatly as it may slow down overall economic growth (Alesina & Rodrik, 1994;Persson & Tabellini, 1994;Alesina & Perotti, 1996) and slow down the pace at which growth translates into poverty reduction (Kakwani, 1993;Bourguignon, 2004). A situation of high and rising inequality in the presence of increasing growth can only result into little or no reduction in the level of poverty (see Addison & Cornia, 2001).…”
