Purpose: The goal of the work is to find opportunities and prospects for a successful exit of the global economy from the 2020 crisis, which avoids the collapse of the social market economy and embarks on the path to a new model of sustainable development. Design/Methodology/Approach : The work uses a set of general scientific methods within the framework of the system approach, including methods of induction, deduction, analysis and synthesis, modeling of socio-economic systems, as well as graphic representation of research materials. Findings : The change in the model of sustainable development under the influence of the crisis of 2020 is justified. A new - pyramidal model of sustainable development, emerging under the influence of the crisis of 2020, has been developed, in which the directions of sustainable development are more integrated. Originality/Value : It has been proved that the 2020 crisis is not necessarily led to the collapse of a social market economy - a fairly likely scenario is associated with setting humanity on the way to a new model of sustainable development. Its most important features will be, firstly, increasing the importance, prioritizing social and environmental goals and becoming their foundation for the realization of economic goals. Secondly, the recognition of the «failure of the market» with sustainable development and the assumption by the state of a key role in their implementation instead of creating «rules of the game».

PurposeThe purpose of the paper is to model the modern global practice of social management of human capital – at the state and corporate levels – to determine the perspectives of its optimization and to develop the basic principles of a new methodological approach to social management of human capital, which is preferable in the conditions of social market economy.Design/methodology/approachThe author uses mathematical tools, including correlation and regression analysis. These are applied to determine the influence of each of the 12 indicators for the labor market that are presented as part of The World Economic Forum's (WEF’s) ”The Global Competitiveness Report 2019” on The United Nations Development Programme's (UNDP) Human Development Index. The research objects are countries from each of the four categories of nations, as distinguished by UNDP, in the Human Development Index. By unifying the 2019 data from UNDP and WEF, a data set is formed.FindingsIt is substantiated that in modern economic practice, it is impossible to achieve the “ideal” conditions necessary for applying existing methodological approaches to the social management of human capital, which reduces how effectively current approaches function. Foundation on the existing methods leads to uncertainty as to management of human capital, which is social by 95.14% in 2019. Though the achieved value of the social management of human capital is close to being optimal, it is still not enough to achieve a high level of human development, which was 0.685 on average for the global economy in 2019 and is likely to increase by 31.43% until 2025, for acknowledging the social market status of the modern economy.Originality/valueIt is proven that there is a need for a new, mixed, methodological approach to the social management of human capital, which would optimally combine the best practices of both state and corporate management. The principles for the practical implementation of such an approach are offered, and proposals are developed to substantiate the contribution of this approach to the achievement of the global goals of sustainable development.

Object:The study evaluates a reasonable logical sequence of actions (stages) from the analysis of the state of the tax system of individuals and making a decision on reform, to the definition of spare options in case of failure.Methods:The theoretical and methodological basis for writing this article are the works of foreign, Russian and Kazakh scientists in the field of theory and methodology of taxation of individuals.Results:The relationship between the measures and results of individual tax reforms based on the experience of Russia, Kazakhstan and other countries from 1991 to 2020 in the framework of ten-year cycles ending in crises, and the provisions of the theories of reforms, taxation, and tax regulation of the economy was revealed. An algorithm for implementing reforms is proposed in (figure 1). Conclusion:The article analyzes the results of reforms of taxation of individuals for the period from 1991 to 2020.On the example of Russia and the Republic of Kazakhstan, taking into account theories of reforms of taxation and tax regulation of the economy.Identified patterns in the periodicity conduct of reforms, good luck and mistakes in their conduct in terms of tax theory, tax regulation of the economy and the theory of reforms. It is proposed to algorithm of carrying of reform of taxation, which can serve as a universal tool for reforming both the entire tax system and its individual elements. The algorithm can serve as a universal tool for reforming both individual subsystems of the state tax system, and for the tax system in general.
