Policy rulemaking process within the executive branch of government: an analysis of the brazilian presidential decrees.

Abstract: This article analyzes whether the Presidential Decrees complied with better regulation standards and results are explained in the light of the legal, managerial and cultural dimensions of the Public Administration. 128 Decrees, issued between 2009 and 2018, which institutionalize public policies or government programs are evaluated.
