Policy Implementation Analysis: Exploration of George Edward III, Marilee S Grindle, and Mazmanian and Sabatier Theories in the Policy Analysis Triangle Framework

The policy based on Bengkulu governor regulations number 52 of 2017 about the change of the Bengkulu governor regulations number 52 of 2017 about Provision of additional income for civil servants in Bengkulu Provincial Government shows that Bengkulu Provincial Government has attention and seriousness on issues of existence and well -being of civil servants in Bengkulu Province. In order to overcome the various problems that occur in government apparatus requiring comprehensive and ongoing handling, one of them is the provision of additional income with various forms and formulations. The problem of this research is how the implementation of Bengkulu governor regulations number 21 of 2018 about the change of Bengkulu governor regulations number 52 of 2017 about the provision of additional income for a civil servant in Bengkulu Provincial Government and what are the supporting and inhibiting factors of the implementation of the governor regulation. This research uses the descriptive qualitative method. The informant in the research includes several informants involved in the policymaking, implementer, or actor policy from various regional employee organizations. The technique of data collection uses direct observation, detailed interview, interactive approach,, documentation study and focus group discussion (FGD). The data are analyzed by using several steps according to Miles, Huberman and Saldana's theory, in analyzing data, there are 3 steps that must be taken: data condensation, data display, drawing conclusion and verification. Data condensation refers to the process of selecting, focusing, simplifying, abstracting and transforming data. The data verification in this research uses triangulation techniques such as check, re-check and crosscheck to the data obtained from the theory, methodology, and the researcher's perception. The result of the research shows that communication is done by involving several parties, in the beginning of communication done by Bengkulu governor with all regional employee organizations to synchronize the understanding dealing with the importance of providing additional employee income for civil servants. Resources; resources on the implementation of governor regulations about additional employee income are provided adequately, source of financial funds/funding that is provided large enough. Material resource/infrastructure is used to implement the provided policy adequately such as fingerprint, application software for additional employee income, and gadgets or mobile phones that is possible to use application or additional employee income programs. In the implementation of Bengkulu provincial government regulations for state civil servants in the Bengkulu government environment, characteristics, attitudes, and character of the executors showing honest, discipline, and responsible. The central government's decision is clear, namely the Bureaucratic Trimming Policy and must be immediately implemented by ministries/institutions as well as local governments. Although several ministries/institutions have finished implementing the simplification. It is not necessarily the case for local governments, including The Bukittinggi City Government. The large number of apparatus, especially in positions that will be transferred to functional, namely echelon V, IV and III in local governments compared to the central government, is one of the obstacles. So the purpose of this paper is to then find out more about the inhibiting factors than the implementation of the Bureaucratic Trimming Policy, especially in The Bukittinggi City Government. This is a qualitative research where the primary data collection method is by means of in depth interviews and passive participation observations. Meanwhile, secondary data collection is conducted by reviewing related internal and external data sources. Determination of informants through a purposive sampling. The findings, in the Communication Dimension, there are differences in the instructions of The Minister of Empowerment of State Apparatus and Bureaucratic Reforms and The Minister of Home Affairs regarding the completion of equalization of positions. Dimensions of Resources not all structural positions can be transferred to functional positions and the availability of several suitable functional positions. Then it was found that the Bureaucratic Trimming actually imposes The Bukittinggi City Government Budget and unclear direction of authority between positions. Dimensions of the Bureaucratic Structure, there is no technical guideline regarding the procedure for adjusting the Work System which is the third stage of Bureaucratic Trimming. Finally, the Implementation Attitude Dimension, the Bukittinggi City Government fully complies with the central government's instructions by actively participating in coordination meetings related to Bureaucratic Trimming and has submitted a proposal for equalization of positions to functional in April 2021 to the Ministry of Home Affairs. However, in the absence of technical instruction as a guide for making adjustments to the work system, The Bukittinggi City Government is still waiting for further directions, especially from the Ministry of Home Affairs which is responsible for fostering and supervising the implementation of regional government.

Policy implementation is one of the main elements of public policy to ensure that policy is successful in resolving all concerns and promoting the efforts made by the organization as a policy implementer. The implementation of public policies can be influenced by several factors, such as limited budget and human resources, lack of socialization, low commitment of authorized officials, including supervision and sanctions that have not been implemented properly. There are many models of public policy implementation, but policy implementation is still ineffective, especially in environmental policies. Some studies have been performed on the development of a policy implementation model with a range of methods and principles, three of them are policy implementation models developed by Van Horn-Van Meter; Grindle; Mazmanian and Sabatier. Those three methods are used respectively according to the existing conditions with different levels of achievement. The objective of this article is to assess the best model of policy implementation related to Acid Mine Drainage management policy of coal mining operations in Indonesia through a comparative study review. The results of the analysis show that the model developed by Mazmanian Sabatier is the most appropriate model to implement the policy of Acid Mine Drainage in Indonesia.
