Abstract

The central government's decision is clear, namely the Bureaucratic Trimming Policy and must be immediately implemented by ministries/institutions as well as local governments. Although several ministries/institutions have finished implementing the simplification. It is not necessarily the case for local governments, including The Bukittinggi City Government. The large number of apparatus, especially in positions that will be transferred to functional, namely echelon V, IV and III in local governments compared to the central government, is one of the obstacles. So the purpose of this paper is to then find out more about the inhibiting factors than the implementation of the Bureaucratic Trimming Policy, especially in The Bukittinggi City Government. This is a qualitative research where the primary data collection method is by means of in depth interviews and passive participation observations. Meanwhile, secondary data collection is conducted by reviewing related internal and external data sources. Determination of informants through a purposive sampling. The findings, in the Communication Dimension, there are differences in the instructions of The Minister of Empowerment of State Apparatus and Bureaucratic Reforms and The Minister of Home Affairs regarding the completion of equalization of positions. Dimensions of Resources not all structural positions can be transferred to functional positions and the availability of several suitable functional positions. Then it was found that the Bureaucratic Trimming actually imposes The Bukittinggi City Government Budget and unclear direction of authority between positions. Dimensions of the Bureaucratic Structure, there is no technical guideline regarding the procedure for adjusting the Work System which is the third stage of Bureaucratic Trimming. Finally, the Implementation Attitude Dimension, the Bukittinggi City Government fully complies with the central government's instructions by actively participating in coordination meetings related to Bureaucratic Trimming and has submitted a proposal for equalization of positions to functional in April 2021 to the Ministry of Home Affairs. However, in the absence of technical instruction as a guide for making adjustments to the work system, The Bukittinggi City Government is still waiting for further directions, especially from the Ministry of Home Affairs which is responsible for fostering and supervising the implementation of regional government.
