Policy Entrepreneurship and Multilevel Governance: A Comparative Study of European Cross-Border Regions

Abstract: Introduction Virtually all European borders areas are involved in some type of cross-border region (CBR). Today, there are more than seventy such arrangements in Europe, usually operating under names such as`Euroregions' or`Working Communities'. Although CBRs have a long tradition in postwar Western Europe (O'Dowd, 2003), the 1990s saw a large increase in their numbers all over Europe. Among the various models, Euroregions have certainly received most recent attention in policy practice, mostly because they fi… Show more

“…In particular, this special issue addresses and connects a number of topics that have been long debated in the pages of EPC, such as: the importance of institutional entrepreneurship and leadership in regional policy (Forbes, 2012;Sotarauta and Mustikkama¨ki, 2015;Sotarauta and Pulkkinen, 2011); the role of politics, policy networks, ideas and interests in shaping particular policy agendas (Bulkeley, 2000;Kern, 2011;Smith, 2000;Tomaney and Marques, 2013); the cross-border (Perkmann, 2007) and multi-level dimensions of innovation policy (Uyarra and Flanagan, 2010), not least in relation to sustainability issues (Bulkeley, 2000); and the importance of the institutional environment and path dependencies in the implementation of regional policies (Sternberg et al, 2010). Finally, it addresses the key issue of policy learning and its implications for understanding change (Hassink and Lagendijk, 2001;Sotarauta, 2012).…”

“…They enable new agent capacities and skills -including those of policy entrepreneurship [19,[54][55][56]-that focus on addressing common environmental problems at both sides of the border, "taking benefits from complementary assets, using synergies and critical masses to improve their competitive advantages as well as on co-ordination and integration objectives or coalition building" [57]. Due to their (spatial) proximities, such governance structures may contribute in a decisive way to join the forces of adjacent countries to combat common environmental issues in river basins.…”
