This paper embodies the complete results of our field research on the stagnation of the peasant movement in Kalibakar, South Malang. It aims to reveal the reasons behind the stagnation of Kalibakar peasant movement, and how it should be responded considering the peasants’ struggle since the New Order era. The stagnation has severely hit the movement organization, Forum Komunikasi Petani Malang Selatan/ FORKOTMAS (The South Malang’s Peasants Communication Forum), the spirit of the peasants, and the support from the involving networks. Such stagnation has directly impacted the sustainability of the struggle for the land reform idealized by the peasants. The scope and limitations of this research lie in the subjective micro perspectives from FORKOTMAS administrators and peasants on the stagnation of their organizations. This research employed Theory of Symbolic Interactionism by George H. Mead as a theoretical framework to analyze the obtained data, with the main theoretical concepts of mind, self, and society. Results showed that the peasants’ thought (mind) did not consider their movement was stagnant in an absolute sense. The peasants regarded themselves have self-readiness (self) to change the orientation of the movement through the development of socio-economic organizations and/ or institutions, and education for the Kalibakar community. The peasants are also ready to continue efforts of land certification by optimizing the support network of Malang Raya community leaders (society). This research implies that the Kalibakar phenomenon is an articulation of a dynamic dialectic between the thoughts of peasants, themselves, and a wider Malang society.

Agrarian research in Indonesia has developed with its variety of focus areas such as analysis of agrarian structure disparity, land ownership conflicts, and poverty. However, of the several research topics related to agrarian affairs, it is apparent that very few discuss how employment opportunities and types of labor shifting in the agriculture sector exist from a sociological perspective. Agrarian studies in this research have the objective to describe and analyze employment opportunities and types of labor shifting in the agriculture sector in Balearjo Village, Pagelaran Sub-District, Malang Regency. This study uses a qualitative descriptive approach with the data collection technique of participant observation and semi-structured interviews. The unit of analysis is employment opportunities and labor shifting in the agriculture sector, discussed with the Historical Materialism Theory of Karl Marx. Research results indicated that there is a variety of employment opportunities in the agriculture sector, not only limited to land ownership and land tilling. The same is true for patterns of labor shifting; the condition is not as simple as society shifting to non-agriculture sectors. Instead, shifts occur that are temporary in nature and continuous in a cycle depending on the harvest season. The existence of various employment opportunities that implicate labor shifting is certainly due to the existence of a material basis that determines a non-material basis. This is because the position of individuals in the agricultural working class will determine their consciousness and the ways they work.

PENDAHULUANSumberdaya alam, termasuk lahan merupakan pemberian Tuhan Yang Maha Kuasa kepada manusia. Sebagai manusia yang diciptakan dan dilengkapi dengan akal budi, manusia diberikan tanggungjawab untuk mengelolah dan mengusahakan tanah bagi kelangsungan hidupnya. Manusia sebagai mandataris sumberdaya dituntut untuk mengelolah dan mengusahakan alam secara baik dan benar. Konsep mengelolah dan mengusahakan, mengikhtiarkan bahwa alam harus dimanfaatkan untuk kelangsungan hidup masyarakat, sehingga tidak terjadi ketimpangan dalam masyarakat yang kemudian dapat melahirkan klaim kepemilikan dan konflik. Berkaitan dengan itu, maka terdapat aturan-aturan yang menjadi dasar dalam mengatur prosesnya, baik aturan yang terdapat dalam kitab keagamaan, maupun aturan-aturan yang diputuskan bersama oleh manusia, seperti undang-undang.Undang-Undang adalah dasar berpijaknya negara yang secara jelas telah mengatur dan menjaga posisi masyarakat sebagai elemen penting yang terintegrasi dalam pengelolaan dan pemanfaatan suatu sumberdaya. Tetapi, realita dilapangan menunjukkan minimnya peran negara dalam menegakkan amanat-amanat konstitusi yang ada. Inilah yang mengakibatkan terjadinya konflik. Annisa, et al (2009) mengemukakan bahwa aturan-aturan atau kebijakan-kebijakan mengenai pengelolaan suatu sumberdaya tidak memperhatikan aspek sosial, dan ekonomi masyarakat, akibatnya banyak menimbulkan masalahmasalah baru, seperti klaim kepemilikan lahan dan akses terhadap lahan. Hal ini disebabkan, masing-masing pihak memiliki kepentingan, keinginan dan prioritas yang berbeda terhadap suatu sumberdaya.Pengelolaan dan pemanfaatan SDA yang serasi, seimbang dan berbasis pada masyarakat sangatlah diperlukan guna mensejahterakan masyarakat dengan memperhatikan konteks lokal masyarakat setempat. Konteks lokal yang dimaksudkan adalah konteks sosial, budaya dan sumber-sumber ekonomi masyarakat, seperti lahan. Pengelolaan lahan dan sumberdaya lainnya, yang tidak berbasis pada masyarakat demi kepentingan dan kesejahteraan masyarakat, akan melahirkan kesenjangan dan ketimpangan bahkan konflik dalam masyarakat. Konflik yang terjadi di kawasan pertambangan emas Desa Hila adalah konflik horisontal yang melibatkan masyarakat dengan masyarakat, namun di dalamnya terdapat elit-elit lokal yang turut berperan. Masyarakat yang berkonflik adalah masyarakat yang pro terhadap tambang dengan masyarakat yang kontra terhadap tambang.
