Rural governance is an important part of national governance, and the participation of social organizations is also very important. This research explores the multiple relationships between rural governance subjects and governance methods through the basic requirements of “co-construction and sharing” of multi-governance and the status quo of creation activities, integrates an innovative rural community governance evaluation and supervision system, and builds rural community governance evaluation and supervision system mechanism. Mutually exclusive constraints on the diversity of governance subjects will provide strategic guidance for sports social organizations to participate in diversified management.

Purpose This study aims to explore community involvement in sustainable tourism development (STD) at Siwa Oasis, Egypt, and examines the perspectives of local communities, visitors and governmental decision makers concerning the area’s STD plans. It provides a brief discussion on the stakeholders’ conflict of interest alongside exploring the costs and benefits of STDs for the community. This study examines the area’s problems and challenges and expands the discussion on STD by providing a deep understanding of the oasis context, which involves a broad range of issues. Design/methodology/approach In this exploratory study, 18 semi-structured interviews were conducted with three groups of stakeholders (local community, governmental decision makers and visitors) to investigate the current practices of STD and the future vision for the area. Data were coded and interpreted using thematic analysis. Findings This paper provides empirical insights into how STDs can be practised in an oasis context. It suggests there is a conflict between the governmental vision for the area and the community’s needs that could lead to a failure to implement STDs. Themes related to environmental, social and economic STD dimensions are discussed. The findings provide managerial and practical implications for decision makers on the promotion of STDs in remote communities. Research limitations/implications Because of the chosen research approach, the results may lack generalizability. Therefore, future studies are encouraged to test the study’s propositions further by using a mixed-methods approach, particularly during the COVID-19 pandemic. Practical implications This paper has implications for STD within an oasis context, particularly concerning balancing the economic, environmental, political and social aspects of STD. Originality/value This paper fulfils an identified need to study how STD can be practised when most of the local community is already comparatively well-off economically.

The economic impact of tourist activity depends largely on the character of the area or space where it is practised (e.g., developed, developing or less developed). It also depends on the administration or, in broader terms, management of this complex activity and finality through consumption. The latter is related to both customer satisfaction and the satisfaction of the travel agency providing services, to the degradation of certain traditions and the disturbance of the economic, social, cultural, demographic and environmental balance in local communities. The globalisation process and the technological evolution determine visible and behavioural changes because competitiveness is related to technological efficiency. Tourism can generate substantial income, thus contributing to regional development and dynamizing the labour market and companies activating in that sector. By allocating various funds, we can improve the quality of services and renovate accommodation facilities, which enhances the popularity of the location and increases income, implicitly. This paper approaches rural tourism and entrepreneurship within a microeconomic approach. It is motivated by the fact that the most common tourist activities are small and medium enterprises, which are not always sustainable enough businesses. Hence, awakening the entrepreneurial spirit is one of the most notable challenges for the actors involved in small and medium enterprise development in rural areas. This paper highlights the role and challenges of small and medium enterprises activating in the tourism field in rural areas. In addition, the paper proposes a way for overcoming the constraints and difficulties imposed by rural communities, based on the connection between the traditional rural community and a human network existing outside the traditional territorial community. This network extending beyond the traditional territorial border may be complementary to the rural community. In this context, strategic cooperation becomes relevant; it is the solution for overcoming the challenges faced by other industries, too. Furthermore, rural tourism allows producers to mobilise (on a wider scale) the local resources redeemed within the mono-farm activities. Thus, they may attain the goal of using and preserving their rural heritage.
