Restorative justice is a pattern of dispute resolution which emphasizes the responsibility of the perpetrator for the consequences of his actions while at the same time paying attention to the position of the victim. This is not simply about punishing the offender; it is about obtaining justice through discussion outside of the criminal justice system to ensure the situation can be returned to its prior state. Islamic law offers a concept of restorative justice called islah, which is a technique to resolve conflicts between parties by forgiving one another. Salatiga City, the most tolerant city in Indonesia, is where this study is being conducted. The idea of restorative justice is used to resolve disputes through the role of a lurah (head of neighborhood), who is responsible for upholding communal order. It is intriguing to investigate whether the reality of restorative justice in Salatiga City can achieve the three main objectives of the law as outlined by Gustav Radburch: justice, benefit, and legal certainty. This study employs a qualitative methodology and a socio-legal research design. Interviews with the offenders, victims, and the lurah who served as the government's mediator resulted in the gathering of data. The findings of this study demonstrate that Salatiga City's restorative justice method to conflict settlement has achieved the goals of justice and legal advantage and can even foster good will among the parties. The absence of lurah's legal standing in the resolution of this issue, however, does not satisfy the requirement of legal clarity. For Salatiga City residents, a legal foundation is required for restorative justice-based legal dispute settlement

Penerapan keadilan merupakan suatu proses di mana prinsip-prinsip keadilan diterapkan dalam berbagai konteks dan situasi, baik dalam sistem hukum, organisasi, maupun hubungan antarpribadi. Prinsip keadilan mendasarkan pada perlakuan yang adil, setara, dan proporsional terhadap semua individu tanpa memandang latar belakang, status, atau karakteristik tertentu. Terdapat tantangan unik dalam menangani kasus melibatkan tersangka orang dengan gangguan jiwa dalam sistem hukum. Tujuan penelitian ini adalah untuk mengkaji penerapan restorative justice pada kasus yang melibatkan orang dengan gangguan jiwa. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data dilakukan dengan studi kepustakaan yang diperoleh dari Google Schoolar. Peneliti menggunakan sumber-sumber terpercaya dan relevan yang telah dipublikasikan sebelumnya tentang restorative justice, penyelesaian kasus, dan aspek terkait lainnya. Data yang telah dikumpulkan dianalisis dengan menggunakan metode analisis kualitatif. Hasil penelitian menunjukkan bahwa restorative justice dapat digunakan untuk memulihkan korban, pelaku, dan komunitas. Restorative justice dapat membantu korban untuk mendapatkan keadilan, pelaku untuk bertanggung jawab atas tindakannya, dan komunitas untuk mencegah kejahatan yang terjadi di masa depan.

Restorative justice is a legal paradigm that emphasizes repair and reconciliation between criminals, victims and society, not just punishment. The implementation of restorative justice in Indonesia still needs strengthening, especially through the role of public prosecutors. This research aims to formulate a strategy to strengthen restorative justice by public prosecutors in order to realize legal certainty. This research uses socio legal research methods. The data sources used by researchers are primary, secondary and tertiary data obtained from literature analysis, case studies and interviews with law enforcement. The results of the research show that the strategy formulation for strengthening restorative justice to realize legal certainty implemented by public prosecutors is increasing and strengthening the competency of public prosecutors, integrating restorative justice in law enforcement guidelines, collaboration and partnerships between institutions and related parties, advocacy and public education, evaluation and improving policies, as well as upholding balanced justice
