This study explores the economic performance that vicarious warfare can bring for the aerospace and defence industry. First, this study measures the performance of 22 companies using a nonradial dynamic data envelopment analysis model from 2011 to 2017. Second, this study evaluates whether vicarious warfare can influence the performance. The efficiency analysis suggests rooms for improvements meanwhile, the projection analysis suggests that market value should be significantly increased, and the number of employees should be reduced significantly. The regression analysis suggests that the number of times a country takes a side in wars would positively affect the efficiency of companies.

Este artigo apresenta dois objetivos: discutir o conceito de Base Industrial de Defesa (BID, doravante) e, a partir isso, analisar a evolução e o desempenho da BID brasileira nas décadas de 2000 e 2010. Inicialmente, constata-se que o conceito de BID não é único e pode ser definido a partir de diferentes enfoques e critérios, de acordo com o objetivo a que o trabalho acadêmico ou o documento de política pública se propõe. O presente artigo fundamenta a análise do caso brasileiro na relação de mútua dependência existente entre a demanda dos meios de defesa pelos Estados Nacionais e a oferta desses meios pelas empresas locais. De maneira simplificada, observam-se duas fases bastante distintas na evolução da BID brasileira nestas duas décadas do século XXI. A primeira delas inicia-se em 2004 e é caracterizada por uma trajetória de expansão dos investimentos na área de defesa que aumentou de forma continuada até 2012, acompanhando o boom da economia brasileira. Nesse contexto, deu-se início a amplo conjunto de novos projetos estratégicos que — segundo as diretrizes da Estratégia Nacional de Defesa, apresentada em 2008 — deveriam basear-se em tecnologias de domínio nacional. Como resultado, observou-se a ampliação, a diversificação e a modernização da BID brasileira. Contudo, na segunda fase — a partir de 2013, os investimentos em defesa sofreram significativa e contínua reversão devido à forte retração da economia brasileira. Essa diminuição das aquisições militares, aliada ao abandono da estratégia nacional de desenvolvimento, afetou negativamente a BID brasileira. Como resultado da análise efetivada neste trabalho, constata-se que o crescimento econômico, associado a um projeto de desenvolvimento nacional, foi o determinante da trajetória recente da BID brasileira. Managing Critical Services through Hybrid Arrangements

Purpose-Building on the literature of hybrids in the context of public organizations, this paper aims to discuss under which conditions hybrids can adequately provide "critical services", a subset of public services characterized by their simultaneous exposure to externalities, socioeconomic cohesion and legitimacy concerns. Design/methodology/approach-The authors collect indications from two stylized examples, prisons and defense, to develop propositions as a step toward assessing the potential role of hybrids as alternatives to direct public provision or full privatization in the delivery of critical services. Findings-This paper examines the conditions under which hybrid arrangements outperform the polar cases of public bureaus and full privatization in the delivery of a specific subset of public goods that the authors identify as "critical services". Originality/value-The authors suggest that there might be comparative advantages in relying on hybrid arrangements rather than the usual solutions of fully private or fully governmental provision. However, they also submit that these advantages are conditional to the capacity of hybrids to reconcile competing interests to achieve socioeconomic cohesion, to combine capabilities dispersed among partners to benefit from positive externalities and to satisfy legitimacy concerns with respect to the role of government.
