The unique nature and environment of the Vietnamese Mekong Delta as well as its agricultural production and its traditional lifestyle are endangered by a rising sea level and increasing salinization of the ground and surface water. This paper aims at the assessment of Vietnamese people's information on and attitudes towards these problems as well as their respective convictions and beliefs. Imbedded in an online survey with 2000 completed interviews we also conducted a Contingent Valuation study with which we want to assess people's willingness to contribute personally and financially to saving the Mekong Delta as an indication of the benefits they would expect from such a project. We interviewed three different groups of respondents, one of which lives directly in the Mekong Delta, a second lives outside the Delta, but close to it, that is in Ho Chi Minh City, and the third group lives far away from the Delta in Hanoi. With these three subsamples of respondents we wanted to capture not only the use benefits but also the nonuse benefits accruing from such a project. In the course of the interviews, we found that the Mekong Delta is of great interest and importance to all interviewees, no matter in which part of Vietnam they live. They were mostly well informed on the problems there and had strong opinions on the causes of these problems as well as on suitable strategies to fight them. In our Contingent Valuation study, we assessed the willingness of people at the different study sites to contribute financially to a hypothetical project for the preservation of the Mekong Delta and the socio‐economic, attitudinal and psychological determinants of this willingness. Besides these empirical findings, we also obtained valuable insights regarding various methodological aspects of Contingent Valuation studies.

With the application of Big Data (BD), human production activities have been greatly affected, especially in the protection of environmental pollution in some regions. Therefore, the problems existing between the ecological environment and social and economic development should be paid attention to and solved in combination with the rapid development of science and technology. At present, the form is in the period of accelerated urbanization, industrialization and industrial structure adjustment. Due to the continuous improvement of urbanization construction speed, the coordination and unification of urban and rural planning has become one of the current research hotspots. There is a large amount of industrial wastewater and living garbage accumulation in rural areas, which seriously limits the application of BD technology. How to use scientific and reasonable methods to deal with it is extremely urgent. The traditional urban and rural natural environment protection model is too dependent on the professional opinions and subjective judgments of experts and scholars in the process of governance, and can not find the potential pollution in the natural environment in time. The means to deal with the environmental pollution problems are relatively simple. The cost of environmental protection is too high, and the implementation of natural environmental protection measures is not in place. To solve these problems, this paper proposed a model of urban and rural natural environment protection based on BD technology and combined with decision algorithm and computer technology. Through experimental comparative analysis, the innovative urban and rural natural environmental protection model was compared with the traditional urban and rural natural environmental protection model, and the average performance improvement was 13.8% in four aspects.

Rural Natural Environment Protection Strategies under Green and Low-carbon Environment

The countryside itself has good prospects for development, but the current rural natural environment is no longer the beautiful and quiet scene in people's memory, and the discharge of a large amount of domestic garbage and industrial wastewater has brought great harm to the countryside, and also brought harm to the rural development. In recent years, the concept of green and low carbon has gradually taken root in people's minds, and people are paying more attention to environmental protection in their lives. In this context, it is urgent to improve the public's awareness of environmental protection. In order to make the public pay more attention to environmental protection, this paper first introduces the current situation and cause analysis of rural environment, and then proposes the fuzzy comprehensive evaluation method. This paper then proposes improvement strategies based on the concept of green and low-carbon, and analyzes the effect of rural natural environment protection. This paper finally concluded that 72% of the villagers thought that they were the main responsible party for protecting the environment and their awareness of protecting the natural environment had been greatly improved after taking measures to protect the rural natural environment. 53% of the villagers threw their domestic garbage into the trash can, an increase of 37% over the previous period, and their environmental protection behaviors also increased. The concept of green and low carbon would continue to influence the public's awareness and behavior of environmental protection and promote the development of rural natural environment protection in a good direction.
