Optimizing educational services is a concern for all stakeholders, including education services for children with special needs in elementary schools. However, education services for children with special needs in schools have yet to become a priority. This study aims to determine the issues and problems of implementing inclusive education policies in elementary schools. The type of research used in this research is descriptive qualitative. The subjects involved in this study were school principals, teachers, and 4 children with special needs. The data collection technique used in this study was through interviews, observation, and documentation, with the research instrument being an observation guide. The data obtained was then analyzed using qualitative techniques through three stages: data reduction, presentation, and verification. The results of data analysis show that the problems experienced by schools while implementing inclusive education are that there has not been good coordination between inclusive education policymakers and the school in implementing policies regarding procedures and supporting documents for organizing inclusive schools; there is no Special Assistance Teacher (GPK) so that the handling of ABK tends to be the same as other regular students. There is no individual learning curriculum and program, so it still uses the regular curriculum and learning program. These results then show that the implementation of incubation schools in Indonesia still needs to be by the concepts put forward and implementation guidelines, both in terms of students, teacher qualifications, facilities and infrastructure, and parental and community support.

School should be run with good management in order to reach goal related to the management of the educational process to achieve the goals set, both short term, medium term and long term goals. The purpose of this study was to describe a method of instilling multicultural values in students aged 8-9 years or more precisely, sitting in grade 2 of elementary school at Harapan Mandiri Private Elementary School in Medan. This research method uses qualitative research methods with the type of field research (field research), data collection using observation (observation) and interviews. The results showed that the implementation of Planning, Organizing, Implementation and Supervision of Multicultural Education at Harapan Mandiri Private Elementary School in Medan City went well. The learning that is applied by the teacher in its implementation by providing understanding and then being practiced, indirectly helps the formation of good morals for students in everyday life which is exemplified in the school environment. Obstacles in the field such as the lack of storytelling media/techniques used by teachers, the inconsistency of student behavior at school, at home and in the neighborhood. Efforts are being made to overcome this by holding regular meetings with parents/guardians for a certain period of time continuously in order to the learning more sustainable.

This study aims to describe the management of excellent and regular classes at SD Hang Tua 10 Juanda. This research is field research conducted using qualitative methods with a case study research design. Data collection techniques include observation, interviews, and documentation. Data analysis involves data condensation, data presentation, and verification of conclusions. This study tested credibility, transferability, dependability, and confirmability to ensure data validity. The research findings reveal the implementation of the excellent class and regular class programs, covering aspects such as planning (objectives, management, curriculum, costs), implementation (administrators, educators, students, materials, scheduling, facilities, costs), evaluation, and comparing the results with existing standards. This evaluation is usually conducted during mid-term or end-of-term assessments, where reports from each excellent class or regular class teacher are submitted to the headmaster. The evaluation examines whether the objectives of the excellent class program, as measured by student learning through exams or assessments, have been achieved. If not, improvements will be made. However, if the learning process and outcomes align with the established standards, enrichment activities will be implemented to maintain or enhance student learning achievements.
