This paper examines the role of spatial and political factors in the allocation of discretionary public goods, contributing notably to the study of distributive politics in two ways. First, the concept of proximity is redefined by incorporating a political dimension into the spatial neighborhood matrix, thus extending traditional method- ologies of spatial econometrics. Second, the application of this method in the Chilean context reveals that senators, as opposed to local authorities, are the principal gate- keepers in the allocation of non-programmatic resources. This finding is significant, overshadowing factors such as poverty, population size, and the alignment of mayors with the central government. Given the substantial political capital held by senators, the results indicate that political hierarchy plays a crucial role in influencing resource distribution.

Penelitian ini mendeskripsikan keterlibatan warga Negara dalam pembangunan berkelanjutan melalui program produksi gula aren. Metode penelitian menggunakan pendekatan kualitatif dengan jenis studi kasus. Teknik pengumpulan data yang digunakan adalah Observasi, wawancara dan dokumentasi. Hasil dari penelitian menunjukan bahwa bentuk keterlibatan warga Negara dalam pembangunan berkelanjutan melalui produksi gula aren terbagi dalam dua tahap penting yang antara lain (1) penguatan dalam tahap persiapan yang meliputi pencarian kayu api, pengambilan nira, pembuatan gula aren dan pengemasan sedangkan (2) penguatan dalam tahap pengelolaan yang meliputi pemasaran gula aren dan juga dari segi kebutuhan, masyarakat memanfaatkan gula aren sebagai barang konsumsi setiap hari. Melalui kegiatan ini warga negara terlibat dalam mendukung tujuan pembangunan berkelanjutan. Pembangunan berkelanjutan yang dimaksudkan adalah pembangunan didalam bidang ekonomi dengan sasaran utamanya adalah terciptanya pertumbuhan ekonomi masyarakat dan tersedianya lapangan pekerjaan.

El artículo presenta evidencia de que la descentralización incrementa la inﬂuencia partidista en la asignación de recursos no programáticos. El modelo emplea un análisis de datos de panel y efectos ﬁjos usando datos que corresponden a transferencias intergubernamentales provenientes del nivel nacional, que pasan por el nivel regional y que están destinadas a inversión para los gobiernos locales de Chile (20082018) y Perú (2004 – 2013). Los resultados indican inﬂuencia política en la distribución de recursos. La distribución de recursos es usada tácticamente en ambos países en los años de elección presidencial. La aplicación de leyes que aumentan la descentralización política en Chile y Perú aumentó el sesgo político en la distribución de los recursos. Los resultados tienen implicancias políticas y permiten obtener una perspectiva comparada del desarrollo de las instituciones ﬁscales en ambos países. En un escenario continental, en que los países de América Latina están experimentando un fuerte proceso de descentralización, se sugiere avanzar en reformas que incrementen la transparencia, la rendición de cuentas y participación ciudadana. Adicionalmente, es recomendable limitar las asignaciones no programáticas, y brindar estabilidad a la distribución de recursos públicos.
