Research to reveal the formation of fishermen’s income based on homogeneity strategic cost concept is shown in the labuhan larung sesaji ritual cosmology. This concept gives meaning to the presence of blue sea fisheries accounting. Qualitative methods with a phenomenological approach are used in this study. The results show the homogeneity strategic cost that all stages of labuhan larung sesaji ritual activity or the elements in it (represented by costs) have the same position or importance in generating income. On the basis of this idea, all stages of ritual activities contribute or contribute to fishermen’s income creation of in proportion to costs. So, if amount of costs for ritual activities have occurred, then in fact amount of revenues have been formed or collected, the amount of which is in accordance with income and costs ratio. The homogeneity strategic costs concept contributes to interpreting the presence of blue sea fisheries accounting based on sustainability of marine living resources and fish catches. Accounting based on open access resources, and marine sustainability as marine biota for logistical growth of fish stocks or populations without operating costs for pisciculture.

Tobacco trading is a tobacco marketing system from farmers to consumers. In the global trade system, local tobacco farmers compete with tobacco manufacturers from abroad.Unfortunately, government performance is unsatisfying regarding the management of tobacco trading mechanism. This study aimed to determine and examine the regulation of the tobacco trade in Indonesia. This was a systematic qualitative research, using the analytical comparison to provide empirical generalizations. The study was based on previous research conducted in Sumenep, Pamekasan, Boyolali, Wonosobo, and Temanggung. The data were compared to review local government policies in regulating tobacco trading system both at the central and local government. The results showed that Indonesia does not have a standard regulation of tobacco trading system. The Farmers Protection Act does not significantly affect the prosperity of tobacco farmers. The law becomes meaningless, as there is a provision that foreign investors are prohibited from purchasing tobacco directly from farmers. Tobacco farmers are facing internal and external conditions simultaneously. At the lowest position of tobacco trading system chain, tobacco farmers are the most disadvantaged and exploited by tobacco industries. The government shall take actions to protect and empower tobacco farmers by promoting the implementation of any relevant laws.

This study aims to determine the condition of internal and external factors, and the priority of the chopped tobacco agribusiness development strategies. This research applies descriptive and analytical method. The research location determined purposively. Key informants in this study were determined using the snowball sampling technique. A total of 15 key informants were from the Ajang Kencono farmer group, government, consumers, competitors, and the Indonesian Tobacco Farmers Association. The internal and external factor evaluation, grand strategy matrix, strengths-weaknesses-opportunities-threats, and quantitative strategic planning matrix were used to analyze the research data. The main strength of this agribusiness is the high acceptance of chopped tobacco products in the market, while the main weakness is the low bargaining power of the farmer group. The main opportunity is the high level of consumer confidence, while the main threat is government regulations that are not in favor of farmer groups. Based on the grand strategy matrix, the chopped tobacco business is strong competitive position. Based on these factors, the alternative strategies developed are building partnerships, utilizing information technology, collectively distributing chopped tobacco to increase bargaining power, and utilizing social media to expand market. The strategic priority for the chopped tobacco agribusiness is to build partnerships.
