“…They argue for a broader understanding of innovation that includes social and institutional innovations besides those in technological and business fields (Avelino et al 2019;Moulaert and MacCallum 2019). What is more, they suggest that rather than solely aiming at economic growth, the focus of innovation policy needs to shift towards tackling grand societal challenges and transformative change (Coenen, Hansen, and Rekers 2015;Raven and Walrave 2020). Uyarra, Ribeiro, and Cale-Clough (2019) note that this would reflect a 'normative turn' in innovation policy.…”

“…We contend that the RIS notion requires critical rethinking to provide a useful basis for enhancing the effectiveness of regional innovation policies in solving societal problems. This article draws on a growing body of work on new concepts such as mission-oriented (Mazzucato 2018), challenge-oriented (Raven and Walrave 2020) and transformative innovation policies (Schot and Steinmueller 2018;Diercks, Larsen, and Steward 2019) to address the question how the RIS approach and regional innovation policies could be reoriented to today's grand societal challenges.…”

“…Research results have contributions to previous literatures from two aspects. Firstly, this paper carries research on the relationship between policy intervention and innovation ecosystem transformation [8] further. Existing researches pay close attention to the way to get rid of innovation ecosystem transformation failures with technological policies.…”

“…Meanwhile, researches on innovation ecosystem transformation failures also received attention from academia in recent years [7], particularly the way to avoid transformation failure through effective policy means [8]. However, among such researches, the transformation of innovation ecosystem was neither placed under more scenario-based discussions nor specific to digital transformation.…”

“…Diffusion of innovation theory by Rogers (Rogers, 2003) is talking about the communication process, as diffusion is concerned with process channels through which innovation communicated at the workplace through team members; on the other side, innovation is concerned with the novel, new and unique idea by an individual (Carreiro & Oliveira, 2019;Zhou et al, 2019). Diffusion of innovation theory contributed in several diverse areas, i.e., marketing, innovation, and public health (Raven & Walrave, 2020;Rogers, 2004), to facilitate leadership to realize the appropriate procedures for crafted novel ideas smoothly. Based on this notion, we argue that absorptive capacity in the presence of positive leadership enhances the innovation level of firms, as potential and realized absorptive capacity enables firms to generate new products and services through interpretation of new and current knowledge.…”
