“…10 No caso português, onde os governos regionais se restringem às duas regiões autónomas insulares (i.e., Região Autónoma dos Açores e Região Autónoma da Madeira), a resposta dos inquiridos refere-se basicamente aos municípios (governos locais) que, pelo menos desde a queda da ditadura em 1974, têm vindo a assumir um papel de relevo nas questões ambientais.
