Os efeitos da aplicação dos royalties petrolíferos sobre as despesas de educação e cultura nos municípios brasileiros

Abstract

Resumo:No período de 1999 a 2011, os municípios brasileiros afetados pela exploração de petróleo e gás natural arrecadaram em valores correntes cerca de R$ 35,5 bilhões em royalties petrolíferos. Este artigo tem como objetivo verificar se a entrada dos royalties afetou a formação das despesas de educação e cultura em 738 municípios brasileiros entre 1999 e 2011. A metodologia envolveu o uso do modelo econométrico de painel. Os resultados indicam que as unidades subnacionais mais beneficiadas tiveram suas despesas de educação afetadas negativamente pelo ingresso dos royalties. The effects of oil royalties on education and culture expenses in Brazilian municipalities Abstract:From 1999 to 2011 the Brazilian municipalities affected by oil and natural gas production received, in current values, around R$ 35.5 billion in royalties. This article aims to verify whether the royalties affected the education and culture spending in 738 Brazilian municipalities, and to identify if there is any kind of pattern in these expenditures between 1999 and 2011. The methodology involved the use of a panel data model. The results indicate that municipalities with large royalty´s revenues had their education expenses negatively affected by royalties input.
