Risk-Based Thinking as a Basis for Efficient Occupational Safety Management in the Mining Industry

This article deals with the role and the place of risk-based thinking in today’s occupational safety and health (OSH) systems used by mining companies. A brief survey on modern challenges and pressures affecting companies, as well as on the structure of supply chains, is given. It is demonstrated that, despite all measures and actions that are being taken, occupational injuries in the mining sector: (a) remain a matter of serious concern and (b) should be examined and investigated through the lens of the company’s complexity. The objective of the article is two-fold: to trace the evolution of risk-based thinking from quality management systems towards OSH management systems and to demonstrate how this approach can be implemented by a company performing open-pit mining operations. The matrix method along with the Fine and Kinney’s method was used in assessing OSH risks, and the checklist method along with a Strengths-Weaknesses-Opportunities-Threats (SWOT)analysis was used while assessing OSH opportunities. The results of the study make it possible to conclude that risk-based thinking incorporated into an OSH management system can be a robust and efficient instrument for OSH planning and implementation. This article contains an example of assessing OSH risks and opportunities for a dragline operator and also discusses the possible ways of using the data on the OSH risks and opportunities that were identified in OSH activities. The final part also contains comments and reflections on various risks mining companies are facing nowadays.

Purpose. Development of approaches to modernize the occupational health and safety management system in a mining company based on the introduction of a risk-based approach, which reduces the likelihood of incidents and improves the quality of working conditions of personnel. Methodology. In this study, it is advisable to use a matrix method based on score estimates of working conditions for each identified hazard. To prepare the professional risk assessment map, the register of violations (incidents) over the past 10 years was carefully analyzed on the cross-section, the opinion of employees directly related to the implementation of technological operations was taken into account, third-party experts were also involved, thanks to which it was possible to structure the information obtained during the study. Findings. The main result is a map of professional risk assessment for a dragline driver compiled based on real data related to incidents, consisting of 90 dangerous situations, on the basis of which the main causes of injuries at a real mining enterprise were identified, as well as measures to improve working conditions were proposed. Originality. The authors proposed a specific type of maps for assessing the professional risks of employees, which allows considering the general situation of exposure to harmful and hazardous production factors on employees with the possibility of classifying: sources of danger; negative events with the reasons for their manifestation; risk management measures; assessing the severity and likelihood of such events. The specificity is that risk assessment should be carried out for all major open-pit coal operations. The proposed approach makes it possible to identify problem areas for each operation and to focus on specific tasks, with responsible actors. In this way, management has some recommendations to improve the quality of working conditions. Risk assessment maps are an intermediate element in the calculation of the safety index (Elmeri Index). In this way, it is possible to obtain a final opinion not only on safety in the performance of specific technological operations, but also on safety at the enterprise as a whole. Such information is relevant for insurance companies in connection with the application of tariff coefficients for obtaining services, which include comprehensive enterprise protection programs, which is an integral part for mining companies. Practical value. Early identification and elimination of situations that can adversely affect the health of an employee of the enterprise allows controlling the risk arising in the process of professional labor activity.

Purpose. To reduce the risks of accidents and injuries on the basis of vocational selection of the stuff for work in the mining industry, as well as training and maintaining their skills of safe work. Methodology. To solve the problems considered in the article, the following were used: analysis of information from scientific and technical sources on the influence of psychophysiological factors on occupational injuries; correlation-regression analysis of statistical data on occupational injuries; experimental research on efficiency of miners work in laboratory and mine conditions at various physical activities. Findings. The article substantiates the role and necessity of conducting professional psychophysiological selection procedures for mining workers, monitoring their functional state. The methodology of professional psychophysiological selection procedures, innovative training and behavioral audit is proposed in order to increase the injury protection of workers. Innovative ways of training and maintaining the safe working skills of miners are explored. The role of modern gadgets with installed applications for assessing the severity of physical work in terms of heart rate is investigated. Originality. The novelty of this study is to substantiate a comprehensive approach to the preventive precautions against occupational injuries in the mining industry at the stages of personnel selection, training and further control of the consequences of production activities. Practical value. Principles are developed for selecting, training, and maintaining skills for the safe work of personnel for the mining industry.
