The unavoidable option for socially sustainable development is a low-carbon economy. One of the essential steps for China to attain high-quality development is reducing carbon emissions. It is necessary to realize low-carbon development in Sichuan, as it is not only an important economic zone but also an ecological protected area. The concurrent relationship among energy consumption, carbon emissions, and economic growth was examined in this study using the Tapio decoupling indicator, and the factors affecting energy consumption and carbon emissions in Sichuan were broken down using the logarithmic mean Divisia indicator (LMDI). The findings demonstrate a fundamental relative decoupling relationship between Sichuan’s energy use and carbon emissions. Analysis of energy consumption and carbon emissions in Sichuan Province from 2005 to 2020 shows distinct patterns. From 2005 to 2012, in 2014, and from 2016 to 2020, the relationship between energy use and carbon emissions was relatively decoupled, with decoupling values ranging between 0 and 1. Absolute decoupling occurred in specific years: 2010, from 2013 to 2018, and in 2020. These periods are characterized by economic growth alongside reductions in carbon emissions. Factors affecting energy consumption and carbon emissions were consistently analyzed, showing similar impacts throughout the study periods. We find that population and economic growth are the main driving forces of these effects. The effects of energy intensity and industrial structure mainly play restraining roles, and the latter has a slightly weaker effect than the former.

Under China’s goal of “carbon neutrality”, appropriate ecological governance is crucial for upgrading the industrial structure, and too strict or loose governance will have a negative effect. In order to find the optimal range for ecological governance efforts, the concept of the industrial low-carbon index was defined based on the comparison of industrial carbon emissions and output value. The industrial structure was measured from two dimensions: overall upgrading and internal optimization of the industry. We innovatively use multiple indicators to represent the core explanatory variables and use the coefficient of variation method to calculate them. A threshold regression model for ecological governance and industrial structure based on the above indicator system was built, using indicator data from 288 cities in China over the past 15 years for empirical analysis. The study found that (1) ecological governance has a threshold effect on the overall upgrading and internal optimization of the industrial structure, and overall efforts need to be increased for ecological governance; (2) the governance intensity for different cities needs to be determined according to their economic levels and local conditions; and (3) the industrial structure gap among cities will gradually narrow, and the overall development tends to be balanced.

Achieving high-quality development of the city requires actively promoting coordinated digitalization and low-carbon development. Previous studies have focused on the unidirectional impact of urban digitalization on low-carbonization and there is a lack of research on their interactions. This study uses the generalized spatial three-stage least squares method and the spatial simultaneous equation to investigate the endogenous interactions between urban digitalization and low-carbonization. The properties of the spatiotemporal evolution are then examined using linked coordination degree models, kernel density, and spatial statistical approaches. Finally, using the spatial panel metering model, this study empirically investigates the motivations behind the synergistic advancement of digitalization and low-carbonization. The results show that: (1) There is an endogenous interaction between urban digitalization and low-carbonization and that this interaction pattern is closely linked to geographical proximity. (2) In general, both urban digitalization and low-carbonization have a positive spatial impact and a negative spatial interaction, and their coordination levels have a significant spatial impact. (3) Throughout the research period, the coordination degree of urban digitalization and low carbonization continued to increase, showing a positive spatial correlation and a balanced development trend. (4) Economic development, industrial structure, and human capital accumulation are vital internal drivers of the synergistic advancement of urban digitalization and low carbonization. Government capacities and technological innovations are key external factors that contribute to the synergistic advancement of urban digitalization and low-carbonization. Overall, the paper is essential not only to deepen understanding of the relationship between urban digitalization and low-carbonization but also to formulate policies for their coordinated development.
