PurposeThe purpose of this paper seeks to gauge the impact of the Red de Oportunidades programme on the school attendance of children from households that participate in the programme.Design/methodology/approachIn order to measure the impact of the programme, the authors apply propensity score matching, a quasi-experimental technique that allows us to find an appropriate control group to compare with the treatment group.FindingsResults show that the programme does not always manage to bring into line school attendance of children from families involved in the programme with that of children from families who are not. Nevertheless, differences are still evident in terms of age, gender and geographical area.Practical implicationsConditional cash transfer programmes should be designed carefully, taking into account a great variety of factors such as geographical characteristics, educational resources and infrastructure, not only to replicate programmes that have proved to be effective in other countries. In this sense, it seems that the impact of cash transfers on primary school attendance can be wholly attributed to the programme, implying that it is better to allocate more resources to groups in terms of age and gender where education is still not universal.Originality/valueTo the best of the authors' knowledge, this is the first time the impact of conditional cash transfers on school attendance has been examined in a country that still displays major geographical differences in terms of poverty, namely, Panama. The Red de Oportunidades programme has barely been studied.

The article presents results of the research on patterns of the influence such factors as mass character, internationalization and state financing of higher education have on country’s innovation development parameters. Conducting correlation analysis allowed for obtaining academic proofs of the fact that in modern conditions above mentioned characteristics of higher education system define innovation development of the country in general. The first part of the article contains analytical review of the literature and identifies characteristics of higher education system the influence of which on country’s innovation development the authors consider as significant (mass character, internationalization, state financing). The second part describes the methodology of research and formulated working hypotheses. The third part is a presentation of obtained research results, whereas the fourth part contains conclusions. Theoretical importance of the conducted research is in defining patterns in which such higher education system characteristics as mass character, internationalization and financing model influence certain parameters of innovation development, in particular, the share of hi-tech export in the overall amount of industrial export and the share of research and development costs in GDP.

В современных экономических условиях исследование вопросов стимулирования инновационного развития страны на макроэкономическом уровне является задачей высшего приоритета для ученых всего мира. В статье представлены результаты исследования закономерностей влияния массовости, интернационализации и государственного финансирования высшего образования на параметры инновационного развития страны. Проведение корреляционного анализа позволило научно доказать, что в современных условиях вышеуказанные характеристики системы высшего образования обуславливают инновационное развитие стран в целом. В первой части статьи приведен аналитический обзор литературы и выделены характеристики системы высшего образования, влияние которых на инновационное развитие страны, по предположению авторов,-значимо (массовость, интернационализация, государственное финансирование). Во второй части описана методология исследования и сформулированы рабочие гипотезы. Третья часть-это презентация полученных результатов исследования, а в четвертой содержатся выводы. Теоретическая значимость проведенного исследования заключается в выявлении закономерностей влияния таких характеристик системы высшего образования, как массовость, интернационализация и модель финансирования, на некоторые параметры инновационного развития, в частности на долю высокотехнологичного экспорта в общем объеме промышленного экспорта и долю затрат на исследования и разработки в ВВП. Полученные результаты могут являться базисной точкой опоры для научных работников при организации и проведении дальнейших научных исследований по выявлению ресурсов для инновационного развития на макроэкономическом уровне. Практическая значимость данного исследования состоит в возможности использования полученных результатов при разработке стратегических планов и программ развития как на уровне отдельных университетов, так и на уровне регионов и стран.
