Open Skies or Closed Airports? Europe's Dilemma for a Sustainable Aviation Strategy

Abstract: On the 20 th Anniversary of Europe's 'Third Package' of air transport liberalisation measures, it seems appropriate to examine its effectiveness as a strategy in terms of sustainability. The relaxation and elimination of restrictions greatly opened up air travel both within Europe and between Europe and the world. However, it also had dramatic consequences for CO2 emissions and airport congestion. In essence, the question being posed is: how does Europe propose to reconcile the conflicting objectives of air tr… Show more

“…To reach ambitious European environmental targets (EC 2014), EU transport policy emphasizes the importance of a more balanced development of transport modes (EC 2011). This should limit the development of air transport and the resulting saturation of the skies, seen as one of the main causes of transport unsustainability (Regan 2014). Among the terrestrial transport modes, roads and private vehicles currently have the major traffic share.…”

“…Improving airport operational efficiency is key to revenue generation and is necessary in attracting more business (Ahn and Min, 2014). As Regan (2014) suggests, there are 'irreconcilable differences' among competing needs on economic and social benefits derived from a competitive aviation marketplace without environmental sustainability being compromised. IRN is one solution the authors pursued in conquering the balance of economic and social benefits and environmental sustainability.…”
