Online Education at Voronezh State University

This article gives a brief description of the principles of organization of Internet education in the teaching of “Mathematical modeling of information technology and processes” to students on the basis of “Moodle LMS” system distance learning at the Tashkent Pharmaceutical Institute and shows its main features and advantages. Extensive use of educational technologies, optimization, humanization and innovation in the National Program of Personnel Training to solve the tasks of training and educating young people to be highly moral, spiritual and enlightened, conscientious at work, deeply aware of their responsibilities to society and family, competitive, qualified professionals. The organization, management and control of the learning process on the basis of methods is relevant. Nowadays, a wide range of opportunities are being created for students to have fast, plentiful, reliable information and to acquire knowledge independently. In particular, electronic systems allow students to use important information related to science at any distance, depending on their capabilities. “Moodle” open source software complex is a system designed specifically for the management of the educational process using the Internet (Learning management system - LMS). Distance learning is a modern form of organizing the learning process using distance learning technologies. Its development was due to the increase in the number of Internet users, the availability and quality of open learning electronic resources. The use of distance learning technologies undoubtedly has a wide range of advantages: the organization of the learning process in an Internet environment, so the student location does not prevent high-quality training, regardless of the location of the educational institution. Distance learning is based on the principle of independent preparation of students through teacher guidance and allows you to choose a convenient time for lessons. It includes interactive communication between teachers and students, information resources of the educational institution and information resources of the Internet, the rapid delivery of the Internet in electronic form.

The purpose of the study is to identify and justify the modern perspectives of open educational resources (OER) for higher education in Russia. The methodology includes study of initiatives, services, OER tools in Russia and abroad, evaluation of OER development factors. The authors have conducted a survey of university lecturers, processing of the results using statistical methods of analysis. The following prospects for the development and use of OER in higher education are identified: 1) further dissemination of free access to educational materials through the involvement of a wider range of universities; 2) improving the quality of educational materials in the context of expanding access to them; 3) extension of electronic educational environment, since OER are not tied to specific tools or technologies, and may be distributed in social media, mobile applications. The study of international and Russian practice has shown that OER provide methodological support primarily to university lecturers, allowing them to study the best practices of education leaders, to handle OER in accordance with the educational objectives of their courses and the students’ requirements and expectation. As a result of the survey, it was found that 60% of lecturers at Russian universities distribute their own educational materials on the Internet during the educational process for the convenience of students.

Problems and Risks of Digitalization in Higher Education

The article offers a critical analysis of the impact of digital technologies on higher education. The authors discuss digitalization of higher education in relation to broader sociocultural and political and economic challenges: globalization, commercialization, socio-economic inequality, and ethical issues of technology application. Using this approach, the authors demonstrate that first of all, the rapid digitalization of higher education during the pandemic has activated some of the existing tension points and problematic trends: ‘McDonaldization’ of education, managerialism in higher education governance, the consumerist attitude to learning, the development of the elite education model, etc. Secondly, digitalization has introduced new risks related to the growing influence of global technology companies, online modes of the commodification of learning, the digital divide as a factor of educational inequality, and new ethical challenges. If these risks are not timely addressed, it may jeopardize the creative self-organization of educators and students, hinder the development of diverse and ethically responsible practices of technology use, and further make the higher education system unbalanced and more dependent on commercial technology companies. To mitigate the risks, the authors recommend that the academic community scrutinize the educational principles and ideas that are currently guiding the development of educational digital technologies. Furthermore, the academic community should take a proactive stance on how these technologies should work, and which pedagogical and ethical principles should inform their design. It is likewise essential to support the development of alternative models of digital technologies for education to be designed in partnership with all stakeholders in higher education.
