The relevance of the investigated problem is caused by the need to ensure the quality of educational institutions activities aimed at students' health maintenance through the creation of conditions for the organization and management of the activity. The purpose of the article is to develop organizational and pedagogical conditions of maintenance management process, to preserve students' health. Leading methodological approach to the study of this problem is systematic approach that allows considering educational organizations activities aimed at health maintenance as a certain system, to identify a specific set of its constituent elements and show their relationship. The article presents a structural-functional model of health service and according to management principles 1) covers the main areas of activity (labor division principle); 2) identifies the basis of their structural units (structuring principle); 3) the functions of health service activity as a whole, its subsidiaries and certain performers (functional operations accounting principle); 4) provides integrative management performance criteria for health service activities. The information contained in the article may be useful to teachers in terms of the organization of activity on health maintenance in educational institutions by changing organizational and management component of this activity.

The article describes the issues regarding organization of passenger motor transport work. The purpose of the research was set, which consists in elaboration of theoretical and methodological regulations for safety assessment of motor transport legislation affecting passenger transportation. The description of theoretical and methodological instruments for assessment of motor transport legislation effect on passenger transportation safety was presented. Multi-level structure of motor transport legislation, resulting in excessive, not always efficient, variety of motor transport activities regulation, was shown. The analysis of regulation of organizational and functional structure indicators of transporters in motor transport legislation of regions' located in the territory of Volga Federal District as of 2014 was carried out. The analysis of breakdown rate indicators was performed in passenger transport for the same period. Correlation analysis of those groups' indicators was conducted. The obtained results indicate the existence of moderate negative relation between those groups' indicators. An important scientific and practical task was solved, which consists in assessment of motor transport legislation affecting passenger transportation safety. It was ascertained that one of methods for managing the safety of passenger transportation by motor transport is regulation of organizational and functional structure of the transporters. The theoretical and methodological instruments were developed to purposefully improve the organization of and technology of passenger transportation by motor transport. There was an assumption made that an optimization of regulated requirements structure would eventually facilitate increase of safety of passenger transportation by motor transport. It was recommended to apply the results of this work in the course of transport legislation elaboration. There was the summary formulated. The conclusion of aim achievement and research hypothesis validity was made.

Experimental performance analysis of multipath TCP path characteristics in streaming UHD HEVC-dash over wireless networks

The multiple interfaces in modern devices today have given great promise in enhancing multimedia service delivery over wireless networks. However, the IP coupled nature of the TCP/IP protocol inhibits the simultaneous use of these interfaces. Multipath TCP (MPTCP), a protocol undergoing IETF standardization has been developed to simultaneously use multiple interfaces for service delivery over the Internet. In this paper, we studied the effect of MPTCP paths characteristics in streaming Ultra High Definition, High Efficiency Video Codec (UHD HEVC-DASH) while connected to multiple wireless access points. The findings though specific instead of general, reveal that under balanced and unbalanced network paths, MPTCP offers good Quality of Experience (QoE) compared to SPTCP. However, with variability in latency, and packet loss between paths, MPTCP underperforms compared to SPTCP in terms of video buffering in the unbalanced network case, and high packet retransmission rate in either balanced or unbalanced network paths.
