“…As a start, it is important to recall that the TIS concept was originally formulated as a critique of territorial innovation system concepts (Carlsson and Stankiewicz, 1991; see also Oinas and Malecki, 2002), by explicitly claiming that system formation processes normally run across any pre-set territorial boundaries.
