On the development of a regional climate change adaptation plan: Integrating model-assisted projections and stakeholders' perceptions

In recent decades, the frequency and intensity of extreme weather events induced by global warming have increased significantly, exerting serious impacts on the development of society and ecosystems. Based on low (RCP2.6) and high (RCP8.5) greenhouse gas emissions scenarios from the Intergovernmental Panel on Climate Change, we use the general circulation model HadGEM2‐ES that is part of the Coupled Model Intercomparison Project Phase 5 (CMIP5) to drive the regional climate model RegCM4.7. This study evaluated the ability of both models to simulate (1986–2005) and projection (2080–2099) spatio‐temporal features of extreme indices over tropical South America (TSA). Indices based on precipitation and daily maximum and minimum temperature follow the definitions of the Expert Team on Climate Change Detection and Indices (ETCCDI). In general, the RegCM4.7 reproduces accordingly the spatial distribution of the ETCCDI indices derived from precipitation and temperature on the TSA, in addition to added value to HadGEM2‐ES, especially over regions of complex topography. HadGEM2‐ES performs poorly along the west coast, due to the topography and altitude of the Andes. On the other hand, it demonstrates better performance in the Amazon Basin compared to RegCM4.7. The projection results showed that climate extreme indices based on precipitation and temperature indicate that drought events may advance to the end of the century, showing a spatial pattern that precipitation will be gradually reduced in the Amazon Basin and Northeast region of Brazil. Despite some discrepancies between the models, studies like this one help us to understand how climate change can affect regional planning and development.

Számos szerzővel egyetértve úgy véljük, hogy a klímaváltozás kedvezőtlen hatásainak enyhítésében a városoknak kulcsfontosságú szerepük van. A magyarországi nagyvárosokban 2018-tól – az adaptációt és mitigációt előtérbe helyező EU-s törekvések nyomán – a lokális szintű klímavédelem alapvető elvárássá vált, és elindult a helyi klímastratégiák kidolgozása. Ezen aktualitásból kiindulva, kutatásunk fő célkitűzése a lokális klímavédelem helyzetének alaposabb tanulmányozása volt, melyhez szükségesnek tartottuk a klímastratégia-alkotás körülményeinek áttekintését, a helyi tervezés szerepének és a klímakormányzás lehetőségeinek feltárását. Véleményünk szerint a témáról legátfogóbb ismeretekkel azok a szakemberek rendelkeznek, akik részt vettek a helyi dokumentumok kidolgozásában, így a vizsgálatok során tizennégy nagyobb város tisztségviselőivel, klímavédelmi szakértőivel és tervezőivel készítettünk huszonegy interjút. Eredményeink azt mutatják, hogy a klímastratégiákba foglalt célok és a megvalósítás lehetőségei között ellentmondások feszülnek. A külső, akár EU-s, akár nemzeti forrásoktól való függőség és a klímakormányzásban tapasztalható centralizációs törekvések miatt a lokális klímavédelmi önrendelkezés nehézkessé és korlátozottá vált, a közösségi alapokon szerveződő klímamenedzsment mozgástere beszűkült. Az elkészült klímastratégiák gyakran uniformizáltak, így eleve nem adnak alternatívákat a helyi innováció kiteljesedéséhez. Mindez kétségessé teszi a városok klímavédelmi vállalásainak betartását és a célok teljesítését.

As a form of protection, a nature park is often created to protect and valorise natural and cultural heritage in peripheral rural areas. However, in terms of multi-functionality, new nature parks are incorporated into traditional productive activities, such as recreational and tourist activities, which sometimes compromise sustainability. The research objective is to study the relationship between tourism and sustainability in the Nature Parks of “Sierra de Aracena y Picos de Aroche”, “Sierra Norte de Sevilla” and “Sierra de Hornachuelos” that makes up the Dehesas de Sierra Morena Biosphere Reserve in Andalusia, Spain. Therefore, selective interviews have been carried out with the stakeholders to establish their perception of sustainable tourism and the presence of dominant discourses. The main conclusions indicate (1) the presence of different dominant discourses on sustainability, namely the conservationist and mercantilist ones, with the prevalence of the economic dimension; (2) poor awareness and adaptation to the context of global change; and (3) the presence of competitive relationships that generate difficulties for the governance of sustainable tourism.
