Abstract:A saúde coletiva nasce no Brasil com a entrada das ciências sociais no campo da saúde pública. A tese de Arouca "O dilema preventivista" (1975) foi pioneira ao aproximar as teorias de Foucault do campo de uma saúde pública higienista, vigilante, vertical, que sempre sabia quando e o quê prescrever.
