O Plano De Ações Articuladas Em Municípios Paraenses: Incursões Sobre a Gestão Educacional / the Plan of Articulated Actions in Paraensian Municipalities: Incursions on Educational Management

Abstract

The present work presents partial results as an integral part of the research of the Observatory of Education Project on the Evaluation of the Joint Action Plan-PAR: a study in municipalities in Rio Grande do Norte, Pará and Minas Gerais in the period from 2007 to 2011 and aims to objective to analyze the educational management and its specificities assumed in the last decades, relating it with the paradigm of the managerial logic adopted in the educational policies, focusing mainly on the Plan of Articulated Actions-PAR. To this end, we adopted a quantitative and qualitative approach, and carried out a bibliographic and documentary survey, as well as collecting, systematizing and analyzing data from PAR documents in five municipalities in the State of Pará. We show that despite different contexts, the proposed PAR by the municipalities, there are many similarities regarding the actions and sub-actions carried out, due to the lack of autonomy for them to plan the actions to be developed, in addition, there was little change in the educational scenario if we consider the evolution in the scores of the indicators. We conclude that the PAR presents all the characteristics of the managerial logic and that in fact it did not decentralize powers, it just deconcentrated them.
