It aims to evidence the dilemmas and paradoxes that run through feminist struggles and analyses regarding the acquisition of women's rights and social equality, in so far as these struggles and analyses question the difference between women and men as the foundation of social reality. This, however, necessitates the term "women" as an identity in order to articulate their struggles. To this end, we discuss some policies and Programmes formulated in the fields of health, education and social assistance, as well as the path of feminist struggles up to the present day. This paper defends the proposition that the increasing emphasis on the family in, and feminisation of, public policies reworks many traditions in gender relations that fall within the ambit of social protection actions, especially in relation to "care" outcomes. The study points out the challenges for the structuring of gender policies that articulate these subjects within their dimensions of gender, sexuality, class, race/ethnicity among others.
