The Strait of Hormuz is a vital global oil chokepoint that linked the Persian Gulf and the Gulf of Oman to the Indian Ocean and the Arabian Sea. It contains narrow international shipping lines in Iran and Oman territorial waters, and the narrowest point is only two kilometers wide. Nevertheless, major powers have devoted their interest to the Strait, especially the United States of America. This research has been conducted to analyze the conflict in the Straits of Hormuz and its implication for Iran and Oman. The objectives of this research namely 1) To identify the importance of the Strait of Hormuz, 2) To examine the causes and impacts of the conflict in the Strait of Hormuz towards Iran and Oman, and 3) To analyze the potential cooperation between Iran and Oman in handling the conflicts in the Strait of Hormuz. This research has used qualitative approaches, and secondary data were the main sources. The concepts of power and national interest have been used to explain the issues. The findings of this research are 1) The strategic location of the Strait of Hormuz became a factor of conflicts as it was the SLOC to economic activities and strategic purpose, 2) The conflicts in the Straits of Hormuz will cause the decline of economic activities, and the straits became the battlefield to both countries, and 3) Both countries should use diplomacy to settle their crisis as if it escalating, it will bring disaster to each side.

States often use market access as a bargaining chip in international politics. A state that requires simultaneous compliance in multiple issue areas before granting market access maximizes incentives to comply but also makes them brittle – any targeted states that cannot comply in one issue area have no incentive to comply in any. More generally, programs of economic coercion can achieve at most two of the following three objectives: 1) secure a broad coalition of domestic political support, 2) the association of meaningful trade value with each policy issue, and 3) assurance that enforcing one political issue will not reduce the target’s incentives to comply with conditionality on others. Characteristics of the program’s domestic constituency, of the issues themselves, and of the international economy are key determinants of how the state prioritizes the three objectives. The trilemma explains the number and types of issues that can be linked to economic value.

Today, Iran’s nuclear program poses a threat to the United States’ (U.S.) security interests in the Middle East. In 2015, under the Obama administration, the U.S. joined the Joint Comprehensive Plan of Action (JCPOA), commonly referred to as the Iran nuclear deal. The JCPOA was a multinational agreement meant to prevent Iran from developing a nuclear weapon in return for the removal of sanctions on Iran. However, in 2018, the Trump administration withdrew from the agreement and re-imposed sanctions. Despite the U.S.’ decision to withdraw from the agreement, Iran continued to abide by it until the Trump administration imposed new sanctions against their country. The Biden administration has only two options to address this situation: The U.S. could either rejoin the JCPOA or increase economic sanctions. While increasing sanctions could pressure Iran to negotiate, they would risk the rise of anti-American sentiment and enhance the power of hardliners in the government. On the other hand, if the U.S. rejoins the JCPOA, there is the risk that Iran will continue with its missile program and its dominance in the region.
