National Maritime Single Window – Cost-Benefit Analysis of Montenegro Case Study

Abstract: In this paper, the costs and benefits of the National Maritime Single Window (NMSW) for coastal countries that have limited human resources and infrastructure related to maritime traffic are researched. A general method for conducting a cost-benefit analysis of NMSW implementation is proposed. Using this method and the input data for Montenegro, as an example of a small-sized coastal country, the authors assess whether such an investment in NMSW implementation can be beneficial to coastal countries with limite… Show more

“…AMSPM has participated in many regional cooperation schemes in the maritime affairs, e.g. Vessel Traffic Management Information System (VTMIS) with Albania, South Adriatic connectivity projects also including Italy, installation of National Maritime Single Window (NMSW) in Montenegro ( [7][13] [14]) and recent H2020 EU projects COMPASS2020 [2] and RESPOND-A [15] on tools for expedited maritime surveillance and responsivity. In fact, AMSPM just completed a participation in EU H2020 project ANDROMEDA [6][7] [8] working on enhancing the CISE data and services models (eCISE) and conducting trial implementations.…”

“…Tracking of the project risks is typically just generally delegated towards senior management that needs to pay attention to the monitoring of the project risks and mitigation efforts, that should be in line with projected schedules [9]. Some authors, deriving on previous experience, conclude that in some cases there is a possibility that the costs of implementation may be higher than the benefits [10], rendering entire implementation projects futile. In most cases, risk assessment related to maritime cargo single windows is focused on their economic feasibility.…”

“…Another important distinguishing feasibility consideration is related to the top-down property of each CISE implementation strategy as the facilitating technological platform for maritime surveillance. Business model perspective is void of an immediate revenue generating component such as application of fees used in NMSW [20]. Deployments of CISE features are applied towards evolutions of operational capabilities, not as an immediate capacity to attract customers or charge CISE connections and service deployment (e.g.…”
