For many years, issues of diversity management in post-Cold War Central and Eastern Europe (including Russia) were viewed through the prism of the multilateral minority rights 'regime' developed through the OSCE, Council of Europe and EU. In so far as all OSCE participating states asserted the importance of the concept during the early 1990s, minority rights came to be considered as a shared political field with the capacity to transcend competing nationalisms within CEE. Inevitably, however, this field encompassed widely varying and competing definitions of 'minority rights' and was created in a context of unequal power relations between West and East. Over the past decade or more, Russia -never wholly embedded within this concept of normative space -has increasingly challenged the multilateral framework rhetorically and in policy practice, as part of a more general shift towards bilateralization of minority issues and their instrumentalization by 'kin-state' actors within the region. Using new empirical findings from a 2014-17 project on practices of national-cultural autonomy (NCA) within Russia, this article demonstrates how today's Russian state -hailing its own approach to diversity management as superior to that of the West -increasingly seeks to coopt minority NCA bodies in Russia not only for domestic purposes but also in the service of external policy and geopolitical competition. Using data from interviews with NCA representatives, however, the article points to only limited success in this regard and assesses what implications this might hold for the future course of ethnic relations within Russia.

Választások és személyi elvű autonómiák z egyéneket a középpontba állító, és főként a területileg szétszórtan elhelyezkedő kisebbségi közösségek helyzetének kezelésére ajánlott, a magyar nyelvű szakirodalomban leginkább perszonális, személyi elvű vagy kulturális autonómiaként definiált kisebbségvédelmi modellt az utóbbi évtizedben egyre növekvő érdeklődés övezi a nemzetközi szakirodalomban: tanulmányok sora foglalkozik vele mind történeti és normatív-elméleti, mind pedig a létező esetek gyakorlati működését vizsgáló, azokat összehasonlító perspektívákból.1 A modell kulcseleme, hogy mivel az adott kisebbséghez tartozókat az illető állam határain belüli lakóhelyüktől, lokális vagy országos nagyságuktól, számarányuktól függetlenül szeretné lefedni, szükséges legalább egy intézményt kialakítani helyi, regionális vagy országos szinten annak érdekében, hogy őket megszervezze, egyesítse, autonómiájukat működtesse, és kifelé az Közép-, Kelet-és Délkelet-Európában, a korábbi homogenizációs politikák ellenére napjainkban is számos olyan, kisebb-nagyobb, illetve többé-kevésbé szétszórtan elhelyezkedő közösség él, amelyek számára a nem területi alapú autonómia alkalmas intézményi keret lehet identitásuk megőrzése szempontjából. Miközben a térségben továbbra is a nemzetállami modell, valamint az államszocialista időszak azon sajátossága él tovább, amely az állami és közintézményeket a domináns nemzet szinte kizárólagos tulajdonaként határozza meg, amely védi a többségi nemzet pozícióit a kisebbségi igényekkel szemben.3 Mindezek ellenére, a régió számos országa fogott hozzá a rendszerváltást követően személyi elvű, vagy azzal rokonítható autonómiamegoldások kialakításához a területükön élő különböző kisebbségek számára (elsősorban Észtország, Horvátország, Koszovó, Lettország, Macedónia, Magyarország, Montenegró, Oroszország, Szerbia, Szlovénia, és Ukrajna), ugyanakkor egyes megoldások még a két világháború közötti (Észtország) vagy a kései államszocialista évtizedekig (Szlovénia) is visszavezethetők. Mára a térségbeli országoknak egy számottevő csoportja hivatkozik a személyi elvű vagy kulturális autonómiára, legalábbis jogszabályai vagy politikai dokumentumai szintjén. Ahol ez az elköteleződés intézményi-szervezeti következményekkel is párosul, ott ez a gyakorlatban azt jelenti, hogy funkcionális alapon, bizonyos kisebbségi egyesületek lettek egyes közfeladatokkal felruházva, mint például a kisebbség saját kulturális és oktatási intézményeinek a fenntartásával. Lettországban a kulturális autonómiáról szóló, 1991-es törvény értelmében bizonyos nemzetiségi egyesületeknek van joguk saját oktatási intézményeik kialakítására. 4 A személyi elvű modell a példaként szintén 2 Szarka László: Kisebbségi léthelyzetek -közösségi alternatívák.

Numerous contemporary examples attest to the continued political salience of ethnic identification. This is the case even in multi-ethnic societies bound together by a strong overarching sense of patriotism, but it is most especially so in contexts where ethnicity has historically functioned as the building block of modern nations (Rudolph 2006). Since today’s world contains many more ethnoculturally defined nations than it does states, a tension persists between the principle of self-determination of peoples and the principle of territorial integrity of existing polities (Dembinska, Máracz, and Tonk 2014). The almost invariable overlapping of different ethno-national populations within the same territorial space renders the nation-state concept inherently problematic as a modality for ethnically based self-determination, for while all nation-state projects dictate cultural uniformity, all must contend with differing degrees of pluralism. Within the nation-state frame, those who do not profess belonging to the dominant ethnocultural community are consigned to the category of “national minority” and thereby deemed an anomaly and a barrier to the creation of a “good political order.”1 In this context, claims by minority national and ethnic communities for recognition of collective rights can be easily construed as a threat to the security of the state and its dominant ethno-national group, leading to situations of tension and—in the worst case—open conflict.
