Narratives of Social Inclusion in the Context of Roma School Segregation

Abstract: Despite a series of judgements from the European Court of Human Rights and the enactment of the EU Racial Equality Directive, the educational segregation of Roma pupils persists in several European states. State action plans submitted pursuant to the European Framework for Roma Integration rarely provide clear targets and do not commit to inclusive schooling. “…The EU framework for the national strategies to integrate the Roma by 2021 is a statement-type document of the European Commission to the European Parliament, the European Economic and Social Council and the Committee of the Regions, which advises the member states to adopt or further develop national strategies to integrate the Roma (Council of European Union, 2019). The framework proposed by the EU has four major objectives: access to education, employment, medical services and housing (O'Nions, 2015). Further requirements of the document include: a commitment by all member states to developing national strategies; fighting against discrimination through inclusion and human rights; cross-involvement in decision-making including the Roma; civil society and local and regional authorities; sustainable and adequate funding, monitoring of results; and mainstreaming the Roma inclusion goals in public policies.…”
