This research focuses on the problematic meaning of opinion leaders' views on the Dolly Bangkit community development program initiated by the Surabaya City Government in response to the conflict following the closure of Dolly's prostitution site in Surabaya. The problems are described from the opinion leader's point of view. This research uses a qualitative approach and phenomenological methods. The aim is to describe the experience of opinion leaders in dealing with the Dolly Bangkit program, which in turn shapes the meaning of the program. The results indicate that there are problems with the experience as well as the meaning. On the one hand, this program is interpreted as a helpful program to change the negative image of the Dolly area. On the other hand, opinion leaders also interpret this program as an imaging event by the Surabaya City Government officials to show that they are responsible for the closure. They also saw that there was a neglect of several essential things in the community development program, such as the participation or involvement of the target community and training that facilitate the target community in finding solutions, as well as aspects of equality.

This article aims to discuss the discourse conveyed by the opinion leader regarding the policy on the use of the covid 19 vaccine. This article uses a qualitative method with critical discourse analysis and to access and retrieve data in the narrative displayed by online media using N Capture on the N Vivo 12 plus. The conclusion is that critical discourse by opinion leaders shows the existence of an ideology of interest, such as business vaccines or monopoly vaccines originating from one country, so the term "hammer and sickle vaccine" appears. There are manipulative deconstructions, such as the term “vaccine drama”. Although the social practices carried out by opinion leaders in the critical discourse, there are also constructive ones, such as support for domestically produced vaccines and free vaccines. Thus, the social practices carried out by opinion leaders are not completely destructive in dismantling the dominant discourse related to the Covid-19 vaccine. The COVID-19 outbreak has forced people to stay at home to prevent the spread of the virus. In this case, social media platforms have become the main communication venue for people. Online sales platforms have also become the main field for people’s daily consumption. So, how to make full use of social media to carry out online advertising promotion, and then achieve better marketing, is one of the core issues that the marketing industry must pay attention to and solve. Therefore, this study takes the advertiser as the decision-maker, maximizes the number of full playing, likes, comments and forwarding, and minimizes the cost of advertising promotion as the decision-making goals, and Key Opinion Leader (KOL) selection as the decision vector. Based on this, a multi-objective uncertain programming model of advertising promotion is constructed. Among them, the chance-entropy constraint is proposed by combining the entropy constraint and the chance constraint. In addition, the multi-objective uncertain programming model is transformed into a clear single-objective model through mathematical derivation and linear weighting of the model. Finally, the practicability and effectiveness of the model are verified by numerical simulation, and decision-making suggestions for advertising promotion are put forward.
