Abstract. Public sector managers take much of the responsibility for selecting, commissioning, implementing and realising benefits from information technology (IT) projects. However, e-Government initiatives often suffer from complexity, vision failure, lack of goal clarity and insufficient commitment. These problems may stem from value traditions that are deeply ingrained in managers' cultural environments but not always in harmony with each other. A first step towards working with value complexity is to understand it; we synthesise a model of value positions for e-Government derived from major traditions in the public administration literature. Four value positions relevant to e-Government together with their IT assumptions are identified; they reflect the ideals of professionalism, efficiency, service and engagement. A qualitative investigation of Danish local authority managers displays both value congruence and value divergence. The interpretive study results in a theoretical model that combines value positions and relationships, and the model's implications for researchers and practitioners in focusing successful e-Government initiatives are outlined.

“…A total of 239 small municipalities were amalgamated into 66 larger units (the remaining 32 municipalities were left untouched) and a range of functions were decentralised from the national and regional level (Mouritzen 2010;Vrangbaek 2010). As a consequence the political value of the mayor's office has increased simply because the workload in city councils has multiplied while the mayor remains the only professional politician in most city councils and still enjoys a monopoly on procedural and political support from the (greatly enhanced) local bureaucracy (Kjaer et al 2010). Moreover, the amalgamations affect the voters' knowledge of the candidates, but knowledge of frontrunners and contenders for secondary mandates might be affected differently: while it is unlikely that the voters in the entire geographical area of new, larger municipalities know candidates living in remote parts of the municipality, it is more likely that all voters will come to know the frontrunners.…”

A trend of presidentialisation of non-presidential political systems has been identified and discussed in the literature. However, a central aspect of the process, increasingly leadership-focused voting behaviour, is only rudimentarily studied. We assess whether frontrunners have become more important in elections in a non-presidential multiparty system. We develop three measures to assess the electoral frontrunner concentration and study actual voting behaviour in the 2001, 2005 and 2009 Danish local elections. Contrary to our expectation we find no evidence of presidentialisation.

Reprezentacja i partycypacja. Radni miejscy wobec idei i mechanizmów partycypacji obywatelskiej 1 Streszczenie: W wielu państwach europejskich w okresie ostatnich kilkudziesięciu lat zauważyć moż-na transformację lokalnej demokracji przedstawicielskiej. Jest to zarówno wynikiem wdrożenia reform inspirowanych koncepcjami Nowego Zarządzania Publicznego (New Public Management), lokalnego współrządzenia (local governance), zmian o charakterze strukturalno-funkcjonalnym, jak i poszerzających się mechanizmów uczestnictwa obywatelskiego. Ostatnia z tendencji w sposób szczególnie wyraźny uwidacznia się w Polsce, w samorządach dużych miast. Celem artykułu jest przedstawienie stosunku radnych do idei i mechanizmów partycypacji obywatelskiej oraz określenie stopnia wpływu tychże na pozycję i rolę rad w procesie rządzenia. Artykuł opiera się na badaniach empirycznych przeprowadzonych w 18 miastach polskich. Wyniki badań wskazują, że radni miejscy generalnie popierają ideę szerszego angażowania mieszkańców w proces decyzyjny. Większość z nich uznaje jednak funkcjonujące w ich miastach formy uczestnictwa obywatelskiego za wystarczające, postulując jednocześnie usprawnienie ich działania.Słowa kluczowe: demokracja, reprezentacja, partycypacja, obywatele, współrządzenie Wstęp Wartykule A Democratic System Effectiveness versus Citizen Participation, Robert A. Dahl przedstawił ewolucję demokracji. Zaznaczył, że idea ta po raz pierwszy wprowadzona została w życie w Grecji w pierwszej połowie V wieku przed naszą erą, kiedy demokratycznej transformacji uległy państwa-miasta. Jako drugi, istotny etap kształtowania się współczesnych mechanizmów podejmowania decyzji autor wskazał przejście od demokracji zgromadzeniowej do demokracji przedstawicielskiej. W opinii Dahla idea reprezentacji znacząco wpłynęła na uformowanie się nowych instytucji i praktyk, takich jak wybór reprezentantów społeczeństwa w określonym czasie i na czas określony, kontrolowanie przez nich działań rządu, czy też ich niezależność w podejmowaniu rozstrzygnięć etc. Wreszcie, jako trzeci ważny etap rozwoju demokracji autor wskazuje lata 90. ubiegłego stulecia. W jego opinii, współczesne państwa, niczym starożytne państwa-miasta, tracą swoją polityczną, gospodarczą, społeczną oraz kulturową autonomię, coraz więcej decyzji dotyczących ich obywateli zapada bowiem poza ich granicami -na poziomie europejskim, czy też globalnym. Autor dostrzega jednak, iż na znaczeniu tracą przede wszystkim władze centralne, podczas gdy rola decydentów lokalnych, znajdujących się bliżej obywateli, wzrasta (Dahl, 1994).1 W artykule przedstawiono cząstkowe wyniki badań przeprowadzonych w ramach projektu finansowanego przez Narodowe Centrum Nauki nr 2013/09/B/HS5/04403.
