“…A total of 239 small municipalities were amalgamated into 66 larger units (the remaining 32 municipalities were left untouched) and a range of functions were decentralised from the national and regional level (Mouritzen 2010;Vrangbaek 2010). As a consequence the political value of the mayor's office has increased simply because the workload in city councils has multiplied while the mayor remains the only professional politician in most city councils and still enjoys a monopoly on procedural and political support from the (greatly enhanced) local bureaucracy (Kjaer et al 2010).
