Study on Vulnerability and Coordination of Water-Energy-Food System in Northwest China

Water, energy and food are the basic resources for human survival and development. The coordination development of water-energy-food (W-E-F) is of great significance to promote regional sustainable development. In this study, Northwest China (Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang) was selected as the research case, and an evaluation index system was constructed to assess the vulnerability and coordination of water-energy-food (W-E-F) system based on PSR model. Then, a coupled model based on cloud-matter element model and coordination degree model was proposed. The cloud-matter element model was adopted to evaluate the vulnerability level of W-E-F system. The coordination degree model was employed to calculate the coordination degrees of W-E-F system. The results showed that, from 2006 to 2015, the vulnerability levels of W-E-F system in Northwest China were mostly at Level 1. The coordination degrees of W-E-F system belonged to the transitional development level (II) in most years. The vulnerability and coordination problems of W-E-F system in Northwest China were severe. The comprehensive vulnerability index values of W-E-F system were generally on the rise, but far from reaching a good level. Moreover, the comprehensive vulnerability index values and coordination degrees of W-E-F system in Northwest China do not match well. Finally, the countermeasures and suggestions to improve the coordinated development of water resource, energy and food in Northwest China were put forward.2 of 25 scholars and relevant departments. Research on W-E-F system has become an important topic in the field of sustainable development [4].Vulnerability, as an important research object, has been put on the research agenda by international scientific programs and institutions such as IHDP, IPCC, IGBP [5][6][7]. It has become the frontier and hotspot of global environmental change and sustainable scientific research. In 1999, the United Nations Development Programme (UNDP) formally put forward the concept of "economic vulnerability" [8]. After that, the research object of vulnerability has gradually expanded from the natural ecological environment system to the complex system which includes the natural, social, economic and institutional factors. Cutter [9] summarized the related concepts of vulnerability, pointing out that social vulnerability is a natural risk and social response within a specific region or geographical scope, and stressing the imbalance of social preparedness, response, recovery and adaptation to disasters. The United Nations International Strategy for Disaster Reduction (UNISDR) defined vulnerability as the extent to which the attributes of communities, systems or property and the environment are damaged by disaster-causing factors. Risk analysis and evaluation of oilfield gathering station (OGS) is a challenging task, given that much of the available data are highly uncertain and vague, and many of the mechanisms are complex and difficult to understand. A combinational method of analytic hierarchy process (AHP) and fuzzy comprehensive evaluation (FCE) is proposed in this study to assess hazards in OGS associated with multiple subsystems' failures. The evaluation index system of safety performance in OGS was established, which included tank unit index, pipe unit index, digital monitoring unit index, and other systems. The weight of each index was confirmed through AHP method. Then the AHP and FCE methods were combined to validate the risk levels of representative enterprise S (S-OGS). The evaluation results show that the evaluation grade of S-OGS was low risk. This study provides a basis to improve the risk levels of OGS. It is expected that this work may serve as an assistance tool for managers of enterprise in improving the risk levels of oilfield operations.

Flooding is one of the most devastating natural events and leads to enormous and recurring loss of life, properties, and resources around the globe. With climate change and accelerating urbanization, flood disasters in China have increasingly affected the sustainable development of metropolitan areas. Risk assessment is an essential step in flood management and disaster mitigation, which provide a quantitative measure of flood risk. However, the difficulty of flood risk zoning is dealing with the uncertainty of the evaluation process and the complicated non-linear relationship between indicators and risk levels. To address this issue, a fuzzy synthetic evaluation (FSE) method based on combined weight (CW) was utilized in this paper to generate flood risk maps at a grid-scale (1 × 1 km). For the case study in the Beijing-Tianjin-Hebei metropolitan area (BTH) in China, fourteen indicators were selected to construct the flood risk assessment model based on the FSE approach integrated with ArcGIS. The research demonstrates that moderate, high, and very high risk zones are distributed in the southeast fluvial plain of the BTH area, accounting for 31.36% of the total land area. Meanwhile, low and very-low risk zones occupy 68.64% of the total land area, and are primarily located in the high plateau and mountain regions in the northwest. We analyzed the risk level of each county and proposed risk mitigation measures based on field investigations. The verified risk assessment results were spatially consistent with the historical flood disaster records and loss positions, indicating the accuracy and reliability of the risk assessment map using the FSE approach. Compared with the IPCC (Intergovernmental Panel on Climate Change) TAR (Third Assessment Report) and AR5 (Fifth Assessment Report) methods, FSE has significant advantages in handling uncertainty, complexity, and the non-linear relationship between indices and risk grades. This study provides a novel quantitative method for flood risk assessment in metropolitan areas and practical implications for urban flood management.
