J EMS OURNALiii JEMS Submission Policy:1. Submission of an article implies that the work described has not been published previously.2. Submissions should be original research papers about any maritime applications.3. It will not be published elsewhere including electronic in the same form, in English, in Turkish or in any other language, without the written consent of the copyrightholder.4. Articles must be written in proper English or Turkish.
5.It is important that the submission file to be saved in the native format of the template of word processor used.6. References of information must be provided.
7.Note that source files of figures, tables and text graphics will be required whether or not you embed your figures in the text.8. To avoid unnecessary errors you are strongly advised to use the 'spell-check' and 'grammar-check' functions of your word processor.9. JEMS operates the article evaluation process with "double blind" peer review policy. This means that the reviewers of the paper will not get to know the identity of the author(s), and the author(s) will not get to know the identity of the reviewer.10. According to reviewers' reports, editor (s) will decide whether the submissions are eligible for publication.11. Authors are liable for obeying the JEMS Submission Policy.12. JEMS will be published biannually.13. JEMS does not charge any article submission or processing charges.

Editorial (ED)The Definitions of Safety and Security Selçuk NAS snas@deu.edu.tr It is seen that the words of safety and security are being used interchangeably in daily use of language. Yet these are defined as a synonym in many dictionaries. On the other hand, for a long while, there has been an attempt to clarify in what way "security" differs from "safety" in terms of meaning in aviation and maritime transportation. Following definitions have been made in the academic literature in order to make a distinction between these two words. In conclusion, the definitions of "safety" and "security" will be considered in the JEMS articles as stated below. Günlük konuşma dilimizde, emniyet ve güvenlik sözcüklerinin birbirlerinin yerine kullanıldığı görülmektedir. Hatta birçok sözlükte eş anlamlı sözcük olarak tanımlanmaktadır. Diğer taraftan, uzun süredir deniz ve hava ulaştırması "emniyet" (safety) ve "güvenlik" (security) sözcüklerinin üzerine yüklenen anlamları net olarak birbirlerinden ayırmaya çalışmaktadır. Akademik yazında ise bu iki sözcük arasındaki ayrımını yapabilmek için aşağıdaki tanımlar yapılmıştır. Sonuç olarak, JEMS makalelerinde "emniyet" ve "güvenlik" tanımları aşağıda belirtildiği şekilde dikkate alınacaktır.
