Abstract:The European Union (EU) created directives to regulate the moving to full Public e-Procurement (Pe-P) for all public purchases by 2016. Despite the undisputable benefits, member states are lagging behind on this paradigm shift. Also Pe-P's scholarly evaluation and theoretical knowledge behind it are still very limited. This paper makes a contribution to the literature gap related to Pe-P's impacts providing preliminary evidence of its adoption in Portugal. Following a case-based approach involving interviews with managers from the Portuguese construction sector, our study aims to understand Pe-P's implementation benefits and barriers in small-and medium-enterprises (SMEs). Results provide relevant information regarding factors affecting Pe-P's adoption forecasting implications for private firms, platform providers and policy makers in the 2016 full moving to Pe-P's throughout the EU.

Public expenditure and hence a good public procurement (PP) practices are used by most governments to meet specific responsibilities for their citizens. As per World Bank, public procurement is a strategic tool for achieving development, social and environmental objectives of governments, rather than using it as a tool for mere compliance with rules and regulations. In India, the estimated PP expenditure is between 20 and 30% of GDP. The introduction of Public Procurement Bill in the Parliament of India in 2012, with a commitment to rollout e-procurement system across all departments, makes it imperative to understand the complex challenges of using PP to achieve national economic and social objectives. This study explores the prevalent PP activity in India. The success of electronic procurement (e-procurement) in the private sector has been a driving force for governments to seek cost reductions and administration efficiencies by adopting this method on a wide scale. However, the enthusiastic reaction to e-procurement in richer developing countries, such as the United Arab Emirates (UAE) has never been measured by critical evaluation, and this paper makes a first attempt in this respect. In doing so, it evaluates and investigates the case of the UAE e-government procurement in relation to organisational issues. This examination is then followed by an exploration of best practice in this field.
