The problem of human capital formation is of great importance for the country's sustainable development in the context of the change in the economic model of its development. It is human capital that is becoming the source of improvement of social and economic systems, the introduction of new scientific knowledge and strategic know-how in the XXI century. In this regard, highlighting the concepts of modern forms of knowledge generation is an urgent problem with the prospects of scientific and practical research. The relevance of the topic is conditioned by: (1) the lack of substantiation, enabling the scientific community of the Russian Federation to define the perspective concept of human capital development in the XXI century; (2) the necessity of development of scientifically grounded approach to personnel reproduction in the context of transition to the knowledge-based economy. In the light of the above, contradictions are seen between: (1) the economy's need for qualified personnel and the lack of scientifically substantiated approaches to human capital development in the context of transition to the knowledge-based economy; (2) the society's need for updated education and the lack of an effective conceptual framework that meets the challenges of the era. To solve the problem posed in the study the authors propose by identifying the concepts of modern forms of knowledge generation, which are relevant to the human capital formation in the context of the knowledge-based economy's key trends.

Fisheries crimes damage ecosystems and fisheries resources in waters or sea areas. Although various efforts have been made to stop criminal acts in the fisheries sector, fisheries supervision is still carried out. Therefore, policies and implementation systems for monitoring criminal acts in the fisheries sector must be considered because the public, apart from authorized supervisory officers, can supervise fisheries. This research focuses on determining policies and implementation of supervision that uses integrated technology. The normative legal research methods used are the statutory and concept approaches. Researchers also collect data and conduct studies through qualitative analysis. Law Number 45 of 2009, concerning Amendments to Law Number 31 of 2004 concerning Fisheries, is the basis for supervision. Another law included in supervision is Law Number 1 of 2014 concerning Amendments to Law Number 27 of 2007 concerning the Management of Coastal Areas and Small Islands. According to this research analysis, integrated technology for fisheries monitoring is new and needs to be taken seriously by various legislative policies.

The problem of fundamentalization of the professional training of specialists for the judicial system is of great importance for the sustainable development of the country in the context of the transition to a new technological mode. The relevance of the topic of the study is due to: the need for specialists for the judicial system, who are able to work in the post-industrial space; the search for conceptual approaches to the professional training of specialists for the judicial system, which are optimal in the context of the new technological mode. The purpose of the study has been to specify the modern understanding of the fundamentalization of professional training of specialists for the judicial system and to propose the concept of its development, relevant in the context of the transition to the new technological mode. Materials and methods. The article traces the genesis of the development of the content of the notion of “technological mode”. The essence of fundamentalization is revealed and its importance as a priority direction in the development of professional training of specialists for the judicial system is emphasized. The authors propose the definition of fundamentalization of professional training of specialists for the judicial system. To achieve the purpose, the principles of dialectical logic and approaches (systemic, functional, historical) have been used, which have allowed to create a unified research space and complement the conceptual apparatus. To solve the stated problem, the authors propose to develop the concept of professional training of specialists for the judicial system, built with the rational correlation of fundamentalization and specialization. The significance of the study is determined by the fact that the data obtained concretize the scientific interpretation of the concepts under study, and contribute to the development of higher school pedagogy theory to improve the professional training of specialists for the judicial system in the context of the transition to the new technological mode.
