As the number of flights increases, the ATM system, which forms the basis for air navigation services, has to ensure that those flights are not only safe but also effective. Considering the growing impact of traffic flows and taking into account the not-always-satisfactory indicators of the efficiency of the ATM system, the current ATM system needs changes. Airspace is currently fragmented along national borders, which limits opportunities or even completely prevents the possibility to improve the efficiency of flights, i.e. to perform flights of optimal trajectories and to avoid delays. One of the conditions allowing the current ATM system to become more effective is the amalgamation of the airspace parts or blocks within which (currently in the airspace along national boarders) air navigation services are organised. Comparisons between the ATM systems functioning in different regions of the world show that the less fragmentation there is, the more efficient flights are. One of the main tasks remains, i.e. to establish airspace blocks that meet the expectations of the airspace users.

RESUMENEl presente artículo propone un nuevo marco metodológico para el desarrollo de indicadores que permitan medir el desempeño de las actividades clave para cuatro áreas decisionales identificadas en las empresas de transporte de carga terrestre, siendo estas: gerencia, soporte administrativo, operaciones -logística-y tecnología de procesos. La propuesta teórica se basa en un análisis detallado de literatura científica, de este análisis es posible identificar las actividades clave en cada área decisional de las empresas, al igual que los recursos que se ven afectados por variables internas o externas a la operación y que impactan el desempeño empresarial. Como resultado se propone un marco de indicadores para la medición del desempeño de las empresas de transporte de carga que incluye la definición de cada indicador y cómo calcularlo. Finalmente, se concluye que es posible obtener un conjunto de indicadores que se basen en las necesidades identificadas en literatura científica sin obviar las particularidades de las empresas de transporte de carga, lo que asegura la funcionalidad y el éxito de la implementación de estos indicadores.Palabras clave: Indicadores de desempeño, actividades logísticas, transporte terrestre de carga, Logística. Application of Dea Method to Intermodal Container Transport

In order to make better assessment of intermodal container transportation, the authors have analyzed DEA (Data Envelopment Analysis) method in deciding the most favorable container line from Serbian ports to the near East ports. To allow for applications to a wide variety of activities, term organization unit (Decision Making Unit – DMU) refers to container line. DEA Method has been used to give the estimation of efficiency of operations in organization units. Organization units are container lines in which containers are loaded with mineral water in bottles. The main points in transportation net are factories of mineral water (Knjaz Milos Arandjelovac and Minaqua Novi Sad), Serbian ports ( the Port of Belgrade, the Port of Danube Pancevo and the Port of Prahovo) and nine Mediterranean ports in the near East area. Amount of mineral water that is dispatching from factories to Serbian ports is equal to amount that can be loaded to one container. Having containerized in Serbian ports mineral water is reloaded to the river–sea ships with unified dimensions, so the ships are continuing to travel to the near East ports. The near East ports are the ending points. Input variables in DEA problem are transportation costs and strategy resistance factor in function of container line. Time traveling of one container is in a function of container line and transportation capabilities of container lines are output variables. Transportation costs are counted on the base of integer programming method and Dijkstra algorithm.
