Intensitas hujan yang tinggi akan menyebabkan limpasan permukaan yang besar dan dapat berdampak negatif. Kurva IDF mempermudah perhitungan debit banjir rencana. Tujuan penelitian ini adalah menentukan metode empiris intensitas hujan dan IDF yang cocok untuk lokasi penelitian. Metode yang digunakan adalah Talbot, Mononobe, Hasper Der Weduwen, dan Van Breen. Hasil perhitungan menunjukkan bahwa Metode Talbot yang paling sesuai digunakan di lokasi penelitian. Metode Talbot memiliki nilai Deviasi Rata-rata 1.49; Kesalahan Relatif (Kr) rata-rata sebesar 8.64% dan Koefisien Nash Sutcliffe (ENS) rata-rata sebesar 0.98. Kemudian dilakukan validasi metode terpilih menggunakan kala ulang 2 tahun dan 5 tahun dengan membandingkan intensitas hujan metode empiris dan intensitas hujan pengamatan dengan hasil nilai Deviasi Rata-rata sebesar 2.22; nilai Kesalahan Relatif (Kr) rata-rata sebesar 15.11%, dan Koefisien Nash Sutcliffe (ENS) rata-rata sebesar 0.93.

Polders were one of the construction that built to minimize the impact of flood, because polders have pond to create a room for water as one of the method in flood risk management. Polders usually build in low land area where water could not flow by gravity with components inside of it, which are pond, pumps, water gate and trash racks. Many cities in Indonesia has already build polders to manage the flood in an area, such as DKI Jakarta, Semarang, Bandung, East Kalimantan and others. To maintain those polder’s function, need an effort and government’s consistency to regulate activity and maintenance cost of each polder. Guideline to find out the service index of those polder are not yet available. This guideline will become important to make prioritize of managing polders. This research analyze technical and non-technical indicators would give impacts to polder’s function and formulate the service of polder system for assessment purposes. As points of this research, eight polders in DKI Jakarta which have complete components were chosen for modelling. The result of this research are technical component are mostly effected to polder system operating than non- technical component. Its proportion are 53% technical aspect and 47% non-technical aspect.

On the observation of hourly rainfall data in Java Island, for the modelling watershed purpose, it can be seen that short duration rainfall events are the most dominant. The percentage of short duration rainfall event is almost 70% of the observation data. By using the high resolution of hourly rainfall data with 5 minutes’ intervals, it can be easily to describe the rainfall distribution patterns that occur. This research observed high resolution of hourly rainfall data in hilly and mountainous at Mount Merapi area in Yogyakarta. It purposed to mitigation effort due to the rainfall events that often falls with short duration and high intensity.
