The extreme marine weather is a very vital factor and has important implications for of marine economic development. However, there is a lack of systematic and quantitative analyses of its impact on the marine economic development. Here, we study the impacts of extreme marine weather on marine economic development of 11 coastal regions in China, using the dynamic panel model. We found that extreme marine weather exerts a significant negative impact on the marine economic development. The marine scientific and technological innovation promotes marine economic development in a prominent manner. The marine scientific and technological innovation slows down the unfavorable impact of extreme marine weather on the marine economy. After considering different industries for marine economic development and heterogeneity, we found that extreme marine weather and marine scientific and technological innovation have a great impact on marine economic development in the tertiary industry and the areas with high development concerning marine economy level, while deliver a small impact on the marine economic development in the primary industry and the areas low development level. This paper empirically studies the relationship between the two variables of marine extreme weather and marine science and technology innovation and its impact on marine economic development, enriches the research perspective of extreme weather on marine economic development, and provides new method evidence for improving the level of marine scientific and technological innovation and promoting the development of marine economy.

Promoting coupling coordination between marine scientific and technological (S&T) innovation and the high-quality development of the marine economy is an important measure to realizing sustainable marine development. Based on the complex adaptive systems theory, sustainable development theory and regional coordinated development theory, this study analyzed the coupling coordination and its influencing factors between marine S&T innovation and the high-quality development of the marine economy with China’s coastal provinces as study areas. The result showed that: (1) The coupling coordination fluctuated upward, changing from on the verge of dissonance to well-coordinated. (2) There was an agglomeration of high-level coupling coordination in central and eastern coastal provinces while the polarization between high-level and low-level coupling coordination was significant. (3) The improvement of coupling coordination mainly depended on the consumption expansion demand, multidimensional spatial integrated development, and industrial improvement demand. Regional heterogeneity of influencing factors existed in southern and northern coastal regions. (4) To improve coupling coordination, we should establish a demand-oriented mechanism for coordinated development between marine S&T innovation and the marine economy, and strengthen the multi-dimensional spatial planning and the guidance and guarantee functions of coastal governments, in particular to introduce and implement policies that suit local conditions. This research may supplement and improve the theoretical discussion and practical experience concerning sustainable marine development.

Development and implementation of an advanced shipborne integrated platform for water quality inspection

Monitoring the quality of marine water is crucial for ensuring the health and sustainability of marine ecosystems. The conventional monitoring approach involves manual sampling using a water sampler, followed by packaging the water samples in plastic bottles and transporting them to a terrestrial laboratory for analysis. However, this method is time consuming, labor intensive, and cannot provide real-time data for addressing unforeseen circumstances. In response to these challenges, an advanced shipborne integrated platform for water quality inspection (ASIPWQI) has been proposed and implemented. This system automates the collection of multi-layer seawater samples in the vertical profile, conducts online measurements of monitoring elements, and provides real-time measurement data. In multiple sea trials, ASIPWQI successfully conducted on-site collection and measurement of a significant number of samples, meeting the water quality monitoring requirements in China’s nearshore waters. Comparative analysis of the laboratory measurement results for nutrients, heavy metals, and total phosphorus and nitrogen in water samples collected using automatic and manual methods revealed no significant differences between the two sampling approaches and demonstrated strong correlation. Further analysis using practical relative error (PRE) statistical methods showed that the data rate of most monitoring elements with relative errors less than 10% was higher than 70%, with nitrite, silicate, and phosphate even exceeding 90%. This indicate that ASIPWQI has excellent stability and applicability, offering a viable alternative to traditional manual sampling and laboratory testing. This innovation makes water quality monitoring significantly more efficient.
