Fourth generation wireless communication systems feel the necessity of transparent and seamless user roaming with end-to-end connectivity. These systems also demand higher data rate, higher mobility support and QoS guarantees due to rapid development of wireless and mobile networks. These requirements open potentials for the operators to increase their service portfolio and for the users to experience context-rich and personalized services. Consequently the interoperability between different wireless network platforms emerges as a crucial necessity. Here focus is given to the significance of the network interoperability aspect based on layered approach and its role in the development towards 4G. This paper also gives an overview of the major 4G features and differentiating characteristics from other generations.

Vertical handoff is one of the most important issues for the next generation heterogeneous wireless networks. However, in many situations, unbeneficial vertical handoffs occur across intersystem heterogeneous networks cause network performance degradation. Therefore, we propose a novel configuration architecture that can be deployed in the next generation of wireless networks. Second, we propose a predictive and adaptive Vertical Handoff Decision Scheme that optimizes the handoff initiation time as well as selection of the most optimal network. The proposed vertical handoff decision algorithm considers the technology type as well as the Signal to Interference Ratio (SIR), the Mobile Station (MS) velocity, the user preferences, the applications requirements and the terminal capabilities as the most important factors to make vertical handoff decision. In order to minimize handoff costs, the proposed decision algorithm uses the dwell timer concept. The handoff costs are analyzed in terms of unnecessary and unbeneficial handoffs rate.The simulation results show that the reduction of unnecessary handoffs proposed in our vertical handoff decision scheme reduces the handoff blocking probability, the packets loss rate and the handoff overhead

The 4G or Beyond 3G wireless networks is consist of IP-based heterogeneous access networks from 3G cellular, WiFi, WiMAX to other emerging access technologies such as mesh networks. The key objective of designing the next generation wireless networks is to support of mobile subscribers. To support the mobile host in the hybrid wireless access technologies, many solutions based on network protocol stack have been proposed in the literature. In this article, after review of mobility concepts, a special attention is given to some of the mobility management methods as well as handover techniques across various wireless access networks. We have also compared the major mobility protocols in each layer for their features. Finally, some of the open issues that needed to be addressed in mobility management protocol in the next generation wireless networks are outlined.
