Abstract-Public Safety (PS) organizations bring value to society by creating a stable and secure environment. The services they provide include protection of people, environment and property and they address a large number of threats both natural and man-made, acts of terrorism, technological, radiological or environmental accidents. The capability to exchange information (e.g., voice or data) is essential to improve the coordination of PS officers during an emergency crisis and improve response efforts. Wireless communications are particularly important in field operations to support the mobility of first responders. Recent disasters have increased the focus and emphasized the importance of the need to enhance interoperability, capacity and broadband connectivity of the wireless networks used by PS organizations. This paper surveys the outstanding challenges in this area, the status of wireless communication technologies in this particular domain and the current regulatory, standardization and research activities to address the identified challenges, with a particular focus on the USA and Europe.

Enabling seamless and mission critical voice and data services is a key requirement for public safety networks during the emergency and natural disaster scenarios. The ability to save lives depends on the reliable and effective communication amongst the first responders and victims. Land Mobile Radio System (LMRS) is a legacy technology which has been used for public safety communication scenarios for decades. It has been designed as a narrowband technology for critical voice communications with limited use for data applications. With the evolution of broadband technologies that enable wideband data transmission, there is a significant potential to transform the capabilities of public safety communication technologies. In the United States, FirstNet is building a nationwide public safety communication system that uses band class 14 and the broadband Long Term Evolution (LTE) systems, which is designed for broadband voice and data to ensure reliable and high-quality services at all times. This paper presents a study of legacy public safety networks and the FirstNet system that is based on the LTE technology. A simulation study of LTE band class 14 environment is also provided using the NS-3 simulation environment.

Abstract-We report on peer-to-peer large-scale wireless channel characteristics for an urban environment in six public-safety bands, for five simultaneous receiving sites. Results are based upon measurements taken in Denver in July 2009 with stationary receivers and a pedestrian transmitter. The six frequencies at which we measured are (in MHz) 430, 750, 905, 1834, 2400, and 4860. We quantify both site and frequency diversity, and show that 5-site selection yields minimum average gains of 15 dB in mean received power levels; 5-site selection diversity also reduces received power variation by 17-29 dB, depending on frequency. Frequency diversity yields similar gains. By approximating received powers as lognormal, we describe an analytical method to approximate the cdf of the per-site, or per-frequency (or both) maximum received power. These data and diversity models should be useful for public-safety and ad hoc communication system designers, and for cooperative diversity schemes, wherein multiple users act as a virtual array.
