Drawing on qualitative investigations of three French cities, this this paper contributes to an understanding of the reasons behind the proliferation of activist city networks. Following the literature on the functions of transnational city networks, this article reveals four significant drivers that explain the preference of French cities for national city network ANVITA over international city networks amid a surge of welcoming initiatives. The four drivers offer opportunities to (1) share experience, (2) shame national authorities and propose alternative narratives, (3) limit pressure and opposition from NGOs and activists and (4) lend legitimacy to current policies and attain a label of “welcoming city” for Green and left‐leaning municipal coalitions. Thus, if the practical and symbolic functions are standard with international city networks, the symbolic functions play a significant role; some are explicit (shaming), whereas other are more implicit (relations with NGOs and partisan positioning). This article insists on the need to consider the political dimension of city networking as a significant driver for municipal actors. This political dimension is key to understanding how cities can (or not) be prominent actors in the governance of migration in the years to come.

Ces dernières années, l’environnement, sous ses différents aspects, a particulièrement retenu l’attention des chercheurs en sciences sociales. Si ces recherches relèvent de théories, de méthodes et d’enjeux pluriels, elles ont pour point commun d’évincer en grande partie le droit, son rôle et sa place, notamment pour défendre la cause environnementale. À partir des premiers résultats d’une recherche consacrée aux dynamiques du contentieux climatique, l’article s’intéresse dans un premier temps aux acteurs de la cause climatique, particulièrement aux avocats et aux juristes d’associations environnementales. L’objectif est notamment de proposer un cadre en termes d’espace de production et de mobilisation du droit de l’environnement composé du champ juridique, du champ militant, du champ parlementaire et du champ de l’expertise. Ensuite, dans un second temps, l’article étudie les raisons de mobiliser le droit, en se demandant notamment si ces recours ne trahissent pas d’autres enjeux, et ses effets.

Cet article cherche à comprendre comment les militants et militantes écologistes sensibilisent à leur cause en maniant le registre objectivant de la science et le registre émotionnel de l’éco-anxiété, de l’attachement à la nature et de la colère envers ce qui la détruit. Dans un premier temps, il détaille la façon dont deux dispositifs pédagogiques militants mobilisent science et émotion. La sensibilisation à la cause peut s’envisager comme un travail de socialisation émotionnelle pris en charge par l’institution militante et par les militants eux-mêmes qui assument une forme de sensibilisation de soi en s’appuyant notamment sur leurs dispositions cultivées. La sensibilisation écologiste et le travail émotionnel qui l’accompagne contribuent ainsi façonner une cause qui procèderait du for intérieur des personnes mobilisées, c’est-à-dire de leur raison et de leur sensibilité. En dernière instance, on montre que l’investissement dans ce type de stratégies procède des dispositions à l’apprentissage et de la sensibilité environnementale des fractions de classe concernées par ces combats.
