In this paper, a control method based on a load power estimator and an energy storage system is proposed for isolated power utility-connected photovoltaic-diesel hybrid system to provide frequency control. Here, photovoltaic power is controlled according to the load variation to minimize the frequency deviations. Load power is estimated by a minimal-order observer. Then, a load variation index is calculated. A base photovoltaic power is produced from the available maximum photovoltaic power using a low-pass filter and is added with the load variation index to generate the command photovoltaic power. Simulation results show that the proposed method is capable of providing frequency control and also delivers the photovoltaic power near the maximum level using an energy storage system.
