Abstract. During the last few decades a high number of university alliances and strategic partnerships between higher education institutions have been established all over the world. This development can be interpreted in different ways and the article offers some theoretical perspectives relevant to understanding the emergence of and the engagement in institutional collaborations, and how such collaboration affects the field of higher education. The article argues that alliances between universities are ways to enhance organizational capacity but also to take control of more competitive environments. Furthermore, alliances and partnerships can also be seen as the means to enhance organizational creativity and innovation in more organic ways. The paper gives an empirical illustration of how alliances develop and transform over time, and discusses possible long-term implications of alliance formation in the higher education sector.

Resumo: O objetivo deste ensaio é propor uma reflexão teórica para entender como as características organizacionais de uma associação influenciam sua capacidade de cumprir seu papel de escola civil e democrática. As associações são consideradas importantes pois contribuem no processo democrático, dão voz a interesses especiais, regulam comportamentos, desenvolvem e divulgam inovações e criam recompensas psicológicas e sociais para quem delas participa. Entender por que os membros se associam, por que continuam associados e como as associações s e estruturam e são governadas mostra-se fundamental para entender as tensões, conflitos e dilemas inerentes na sua atuação como instituição civil na sociedade. Entre os problemas encontram-se a ameaça de oligarquização, o risco de promoção de elitismo e exclusão social e a descaracterização de um propósito social e público. Palavras-chave: Sociedade civil, democracia organizacional, governança associativa, organização de base associativa Abstract: The aim of this essay is to propose a theoretical reflection on how do the organizational characteristics of an association influence their ability to fulfill their role as civil and democratic schools. Associations are deemed important as they contribute to the democratic process, give voice to special interests, regulate behaviors, develop and disseminate innovations and create social and psychological rewards for their members. Understanding why members join, why they continue as members and how associations are structured and governed is crucial to understand the tensions, conflicts and dilemmas inherent in their role as civil institutions in society. Among the problems are the threat of oligarchization, the risk of promoting elitism and social exclusion and the loss of a social and public purpose. International nongovernmental organizations (INGOs) are voluntary associations operating on a nonprofit basis at the transnational or global level. Most have members or participants from many countries, bringing together like‐minded individuals or associations of individuals to conduct a wide variety of activities. They organize virtually all social sectors, from astronomy to field hockey to paleontology to zoo management. While the best‐known INGOs focus on human rights (for example, Human Rights Watch), the environment (World Wildlife Fund), disaster relief (Red Cross), and the like, most INGOs are found in scientific, technical, business and industry, medical, and professional sectors. Sizeable numbers are also active in such sectors as sports and recreation, development, education, and women's rights. As of 2009, well over 7000 “conventional” INGOs (defined below) were in operation, along with about 20 000 internationally oriented nongovernmental organizations of more limited scope.
