This is qualitative research that uses a descriptive approach focuses on knowing the level of welfare of athletes with special needs in national training centers. Primary data was obtained by using interviews addressed to 20 athletes who were willing to be resource persons. Interviews were conducted based on the welfare level instrument used by the Central Bureau of Statistics of Indonesia with indicators in the form of income, expenses, living conditions, housing facilities, ease of obtaining health services, and ease of obtaining transportation facilities. In addition, researchers also took information in the form of monthly salary receipt data obtained by athletes as secondary data from this study. The data was then analyzed using the NVivo 12 Pro. The search results using the word cloud feature in the NVivo 12 Pro application program that comes from all research data, the sentence "has fulfilled" is a sentence that often appears as evidenced by the percentage of 57.53%. Based on the data analysis that has been done, it can be seen that the majority of athletes with special needs have a high level of welfare.

The fisheries sector, especially capture fisheries, is the leading sector in Tegal City. Fisheries activities in Tegal City are concentrated in the Tegalsari Coastal Fishery Port (PPP) where the majority of the perpetrators are small fishermen. Traditional fishermen who are artisanal fishermen generally live below the poverty line. Based on data from the Department of Maritime Affairs and Fisheries of Tegal City in 2014, almost 12,589 people worked as fishermen, consisting of 630 people as skippers or ship owners and 11,959 as fishermen workers or crew members (ABK). The low income of traditional fishermen is a long-standing problem, but it has not been resolved until now. The purpose of this study was to analyze the factors that affect the income of small fishermen in Tegal City. The types of data used in this study are primary and secondary data. Primary data was obtained by distributing questionnaires to respondents, while secondary data was obtained by studying literature relevant to the research. Respondents in this study were determined through purposive sampling as many as 140 respondents. Data analysis in this study used multiple linear regression analysis with the help of SPSS 22 software. The results showed that of the 4 independent variables studied (age, education, number of family dependents, and total expenditure) it was found that 2 factors significantly influenced the income level of small fishermen in Indonesia. Perkembangan teknologi digital telah membawa tantangan baru dalam pengelolaan sumber daya manusia dan kesejahteraan masyarakat di era modern. Konsep manajemen SDM telah menjadi fokus utama organisasi dalam menghadapi perubahan. Tujuan penelitian untuk menganalisis bagaimana konsep manajemen SDM dapat mempengaruhi kesejahteraan rakyat di tengah tantangan digital. Studi ini menggunakan metode analisis deskriptif untuk mempelajari literatur terkait dan menggali pemahaman mendalam tentang konsep manajemen SDM. Temuan utama menunjukkan bahwa peran manajemen SDM sangat penting dalam meningkatkan kesejahteraan rakyat di era tantangan digital. Manajemen SDM yang efektif melibatkan pengembangan keterampilan digital, pemilihan, dan penempatan tenaga kerja yang tepat, serta pengelolaan kinerja yang efisien. Dukungan yang tepat dari manajemen dan penggunaan teknologi yang cerdas dapat meningkatkan produktivitas dan kesejahteraan karyawan. organisasi untuk mengadopsi kebijakan fleksibilitas kerja yang memungkinkan keseimbangan antara kehidupan kerja dan kehidupan pribadi. Penggunaan alat digital yang tepat, sistem manajemen kinerja berbasis teknologi, dapat membantu memonitor dan meningkatkan kesejahteraan. Hasil penelitian Untuk meningkatkan kesejahteraan rakyat secara keseluruhan, pemerintah juga harus berperan aktif dalam menciptakan lingkungan yang kondusif untuk pengembangan SDM. Hal ini dapat dilakukan melalui kebijakan pendidikan yang memperkuat keterampilan digital, regulasi yang mendukung inovasi teknologi, dan pembangunan infrastruktur digital yang memadai. konsep manajemen SDM memiliki peran krusial dalam mempengaruhi kesejahteraan rakyat di era tantangan digital. Dalam menghadapi perubahan ini, organisasi perlu mengadopsi strategi yang adaptif dan inovatif, serta mengutamakan kesejahteraan. pemerintah dapat menciptakan kondisi mendukung pengembangan SDM dan meningkatkan kesejahteraan rakyat secara menyeluruh.
