Mediatization in public bureaucracies: A typology

Abstract: Based on extensive fieldwork, the present article illustrates how the logic of the news media is expanding from influential communication departments to the practices, routines and priorities of traditional career bureaucrats. To theorize the mediatization of a traditional bureaucratic rationale, the article proposes a typology for how rule-based public organizations adapt to and adopt the news media’s implicit ‘logic of appropriateness.’ We emphasize the importance of (1) the news rhythm and (2) news formats,… Show more

“…providing politically robust advice -is assumed to be at the core of ministerial policy advice. That said, mediatization has arguably increased the pressure on ministries to deliver politically robust advice on short notice (Thorbjørnsrud et al 2014). We therefore predict a further growth in the relevance of salience for advice by ministry officials in the time period under study.…”

“…The institutional approach to mediatisation concerns the transformations of institutions, like politics and religion, scrutinising when they adhere to the formats of media for their function and practices in society and culture (Hjarvard, 2014;Flew & Swift, 2015). This branch of scholarship emphasises the changing structural relationship between different spheres of society and micro processes such as 'news logic' whereby routines, priorities and practices of news media are internalised and embodied by policymakers (Thorbjørnsrud, Figenschou, & Øyvind, 2014). For example, the adoption of increasingly market-driven practices by bureaucracies, the reliance on easily consumed content such as polls and institutionally prepared media content can all be seen as the adoption of media logics in politics and policymaking.…”
