Measuring the Digital Divide: A Framework for the Analysis of Cross-Country Differences

Abstract: This article proposes a new model for measuring the digital divide within a set of countries or geographical areas. Starting from a series of elementary indicators the methodology groups these indicators into six factors of digitalization and, subsequently, aggregates the factors in a synthetic index called the synthetic index of digitalization. The dispersion in the distribution of the synthetic indexes of digitalization constitutes the measure of the digital divide. This method is based upon a measurement ap… Show more

“…On the other hand, a study on the effectiveness of Telecentre from the demand side (users) using the two levels of effectiveness management and program effectiveness are reported to be limited [22]. Corrocher and Ordanini (2002) presented the role played by political, institutional and cultural cross-country differences to explain the gap; on the other hand, they also emphasized the multidimensional and complex nature of digital divide [23]. In a study conducted by Doong and Ho (2012), secondary data of ICT relevant variables of 136 countries spanned five continents from 2000 to 2008 were collected and analyzed [24].…”

“…Although the digital divide is a complex construct, which can be understood in many different ways, mainstream accounts have tended to define it in terms of variations in the spatial or social distribution of internet infrastructure, access and/or usage (Corrocher andOrdanini 2002, Selwyn 2004;Oyelaran-Oyeyinka and Lal 2005). Such divides have been identified at a number of different spatial scales (Warf 2001).…”

“…In [7] the authors employ the ratio of deviation to mean as the indicator of divide magnitude. In [8] authors also took the same criterion to assess the level of national digital divide, while in [9] authors employ this approach to evaluate the magnitude of global digital divide.…”
